Wage and Investment Customer Assistance and Education
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
Develops leveraged partnerships with state and local/community organizations, as well as state and local government entities that serve targeted taxpayer populations. Utilizes consultative sales skills to develop leveraged partnerships. Serves as the Relationship Manager for these partnerships and coalitions in order to ensure effective delivery of outreach, education and free tax preparation programs. Communicates key program messages, supports partners with program delivery, and monitors compliance with program quality standards.
Conducts studies and surveys to evaluate marketing efforts for demographic or customer segment assigned in order to measure and maintain quality of tax products and information disseminated. Adjusts marketing practices or techniques according to data collected and/or customer feedback related to agency compliance activities.
Collaborates with partners and others to assess the effectiveness of local marketing efforts. Provides feedback and recommendations to management and partners regarding marketing events, marketing program effectiveness and additional needs for marketing products and/or communication vehicles. Coordinates activities to plan and resolve unusual or controversial issues regarding marketing/promotional ideas. Coordinates with area and headquarter offices on marketing program development and implementation. Provides support to product development.
Coordinates with such functions as Compliance, Electronic Tax Administration, Communication and Liaison, Taxpayer Advocate Service, EITC Program Office and other functions to publicize IRS programs and promote organizational effectiveness. Creates and disseminates original news releases, newsletters, flyers, bulletins, media events, web pages, product lines, or other marketing promotions. Maintains expertise with multi-media communication tools to ensure the effective dissemination of uniform and consistent corporate messages to assist partners in promoting voluntary compliance. Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience includes: Experience with the development and promotion of materials and services to customers or internal/external stakeholders, through the planning and implementation of marketing and communication plans, to inform and educate customers, taxpayers, and/or partners on various matters; Experience establishing and maintaining effective relationships, making oral presentations, and producing written products.
OR
PH.D. or equivalent doctoral degree in a related field of study.
OR
Three full academic years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study from an accredited college or university.
OR
LL.M. if related
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of qualifying graduate education and experience as described above.
