Supervisor in charge of the HTM Section, as such has responsibility to maintain and implement the Healthcare Technology Management Program that meets or exceeds The Joint Commission, NFPA, OIG, FDA and other applicable healthcare regulatory requirements. The implementation of this program includes, but are not limited to management of technology life cycles, recall and alert program for medical devices and investigation of medical device hazards and incidents.

Duties

The duties of the Supervisory Biomedical Engineer (Clinical)-HTM Chief include, but are not limited to: Using engineering principles, the incumbent may provide expert professional, clinical services for the institution, insofar as these services do not interfere with the attainment of objectives. Incumbent must use judgment in adapting practices and techniques to specific and complex situations usually through a series of related processes. The incumbent must be able to quickly learn new technology, identify trends, and have the ability to communicate complex information in an advisory capacity to administrative, clinical, technical, and leadership staff. He/she must be able to utilize this information to solve HTM problems. Presentations will require written and oral communication as well as preparation of technical, informational, analytical, and graphical documentation; these presentations will frequently be given at the VISN and local level. Independent research and HTM project management are required. The incumbent must have expert knowledge of organizational concepts and an understanding of operational needs. The incumbent shall be responsible for new equipment purchasing including planning, budgeting, prioritizing, evaluating, and implementing/installing new equipment. Expert knowledge, and the ability to apply and interpret technical specifications, complex codes, regulations, standards and guidelines (TJC, NFPA, OIG, FDA, OSHA) is required in addition to the development and compliance of policies and procedures. Incumbent must manage the recall and safety alert program for medical devices, investigate incidents to assure compliance with patient safety goals, SMDA and TJC requirements, and act as liaison between medical center and manufacturer for concern with design, modification, application, operation, maintenance and repair programs. Incumbent serves as the HTM expert for the Environment of Care Committee. Management of the quality assurance program for clinical equipment is required, including incoming inspection, performance and safety testing, calibration, and maintenance and repair programs. Assuring the provision of a continuing education program for clinical staff addressing the principles and application of medical instrumentation used in the delivery of healthcare. Incumbent must serve as an advisor to senior clinical and medical center leadership in all areas relating to complex and specialized medical equipment. Incumbent must show the ability to initiate new ideas and approaches and demonstrate resourcefulness. Develop, manage, analyze, and report on the HTM section budget; incumbent has overall responsibility of the section budget. The Medical Equipment Management Plan (MEMP) must be evaluated regularly in terms of objectives, scope, performance, and effectiveness. Critical analysis is expected in order to continually improve the HTM program. Incumbent must coordinate with Human Resources, Fiscal, Education, Environmental Management, Logistics, Contracting, and other administrative services as necessary in relation to HTM needs. Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. Biomedical Engineers must be proficient in spoken and written English. Education and/or Experience. The individual must meet either item (1) or (2) below to meet this requirement: Bachelor's Degree or Higher in Engineering. To be creditable, the curriculum must be from a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET), as a professional engineering curriculum. Examples of acceptable engineering degrees include: Biomedical Engineering, Clinical Engineering, Bioengineering, Biomechanical Engineering, Electrical Engineering, Mechanical Engineering, and Biochemical Engineering. Titles may vary from educational institutions and change over time. OR, Certification as a Certified Clinical Engineer (CCE) and a bachelor's degree not listed above. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Supervisory Biomedical Engineer (Clinical), GS-13: (a) Experience. Completion of at least one year of experience equivalent to the next lower level, and must fully meet the KSAs at that level. (b) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Knowledge of the management of overall department resources, i.e., finances, space, equipment, supplies, and staffing at the local level. Ability to draft and/or recommend local policies and/or directives related to healthcare technology management. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations, and use data effectively to manage workload, quality, performance, and productivity within the area of responsibility. Skill in interpersonal relationships in leading and dealing with employees, team leaders, and managers, both within and outside the biomedical engineering program, to include conflict management, dispute resolution, mediation, or reasonable accommodations. Preferred Experience: 3 years or more of VA hospital experience as a biomedical engineer Proficient in Maximo 4 years or more experience conducting maintenance on medical equipment 3 years or more medical networking experience COR Level II certification or equivalent 3 years or more of biomedical program management experience 3 years supervisory experience 3 years or more contract management experience 2 years or more experience for medium/major construction and clinical activations VISTA/AEMS MERS Experience Standard operating procedure/policy writing experience for hospital engineering programs and services References: VA Handbook 5005/104, Part II, Appendix G38, dated March 25, 2019. The full performance level of this vacancy is GS-13. Physical Requirements: Involves moderate lifting, moderate carrying, straight pulling, pushing, reaching above shoulder, use of both hands and fingers, walking, standing, repeated bending, climbing, use of both legs, ability to distinguish colors, ability to distinguish shades of colors, hearing aid may be permissible and near vision correctable at 13 to 16 to Jaeger 1 to 4. Ability to independently operate a motor vehicle.
