The ACOS of Medicine and Specialty Care is an umbrella that groups large and complex specialties functionally divided into Internal Medicine (Inpatient and outpatient), Cardiology, Pulmonary and Critical Care, Hematology and Oncology, Dermatology, Endocrinology, Diabetes and Metabolism, Infectious Diseases, Gastroenterology and Hepatic Diseases, Nephrology, Rheumatology, Neurology, Sleep Medicine and Emergency Medicine.
Duties
Duties include, but are not limited to:
Serves as the Specialty Care Manager and Program Analyst for the ACOS of Medicine and Specialty Care at the VA Caribbean Healthcare System (VACHCS) to which he/she responds directly.
Works directly with the ACOS of Medical and Specialty Care medical staff management to determine hiring needs, best recruitment avenues, and compensation packages for medical staff positions.
Meets regularly with ACOS, specialty line managers, leaders from other services and divisions (internal and external) and serves as the main Specialty liaison to facilitate staffing strategies and the sharing of information within the appropriate academic and/or professional community.
Serves as the senior strategic ACOS of Medicine and Specialty care staffing advisor.
Compiles information from multiple sources, investigates, analyzes and prepares necessary documentation for approvals for recruitment, relocation and retention incentives (3Rs), Education Debt Reduction Program (EDRP), Special Salary Rates (SSR) and Permanent Change of Station (PCS) relocation among other incentives to recruit and retain the needed workforce.
Serves as the Specialty point of contact for all physician and provider recruitment and onboarding activities ensuring effective and efficient processes that maximize recruitment outcomes and assists in reducing Time-to-Hire.
Serves as a liaison between the ACOS of Medicine and Specialty Care and Credentialing and Privileging.
Monitors compliance with Provider Practice Review Activity (PPRAs and PROPs).
Ensures timely compliance with administrative licensing requirements.
The incumbent interacts effectively with AFGE Union officials, applying provisions of the Union Agreement.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: 7:30am-4:00pm Monday through Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
To qualify for the GS-9 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-7) that is similar to experience gained in the federal sector. Examples of specialized experience includes: 1) Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. 2) Satisfactorily complete both on-the-job training and related advice from the immediate supervisor who is the ACOS of Medicine and Specialty Care. 3) Functions as the liaison between the ACOS of Medicine and Specialty Care, providers, HR staff, COS, Credentialing and Privileging officers and other internal and the external customers.
OR
A master's or equivalent graduate degree;OR2 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR
A combination of specialized experience equivalent to the GS-07 level in or related to the work of this position AND graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience.
To qualify for the GS-11 level: Applicants must possess experience equivalent to 1 year of experience at the next lowest grade level (GS-9) that is similar to experience gained in the federal sector. Examples of specialized experience includes: 1) Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. 2)Works and communicates with clients and customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services. 3) Knowledge of computers, software applications, databases and automated systems to accomplish work.

Physical Requirements: The work is generally sedentary; however, walking and stair climbing, bending, standing, and carrying lightweight documents,
voluminous credentialing files and official personnel folders are required. Stamina and concentration to meet crucial deadlines are required. Keen hearing and distinct speech are essential due to the extensive use of the telephone as a means of communication. There may be a certain amount of mental strain due to time constraints and frequent reviews and surveys. Incumbent must be able to handle stress of meeting deadlines and the time constraints placed on him/her.
