The position is located at the Bureau of the Fiscal Service, Information & Security Services (ISS), Business Applications & Solutions Division, analyzing the efficiency and effectiveness of programs, development of improvements, implementation of new methods and procedures, and formation of long-range plans for the assigned organization.

Duties

The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties,and will receive training to help you grow in this position. - Independently, or as a member of a team, conduct broad or specific studies and review results relevant to ISS's goals and objectives. Present findings and recommendations as written products and oral briefings; and, as necessary, implement action items resulting from these studies and reviews. - Establish criteria for measuring program effectiveness within ISS. Review, evaluate and recommend modifications to program goals, objectives and priorities. - Determine the degree of success in attaining those goals, identify factors influencing accomplishments, and recommend actions accordingly. - Analyze and evaluate general and specific issues relative to ISS program services. Determine various ways of resolving those issues and present options to ISS management in issue papers, written reports and oral briefings. - Develop, evaluate, and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.

Requirements

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé. Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes ALL of the following: - Analyzing program issues and recommending resolution actions in support of agencies and/or internal and external stakeholders; AND - Communicating findings in a clear and well-organized manner to internal and external individuals at all levels of an organization; AND - Applying rules, regulations, polices or procedures in order to determine most effective work processes. OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree that demonstrates the knowledge, skills and abilities necessary to do the work OR an LL.M. in a field related to this position. OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. For the GS-09 is one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes ALL of the following: - Collaborating and working with internal and external stakeholders in a team-orientated environment; AND - Experience identifying day-to-day operational issues to analyze and recommend solutions to problems; AND - Applying rules, regulations, polices or procedures in order to determine most effective work processes. OR You may substitute education for specialized experience as follows: - Master's degree or equivalent; or - 2 full years of progressively higher level graduate education leading to such a degree; or - LL.B. or J.D., if related. OR A combination of education and specialized experience listed above. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-11, you must have been at the GS-09 level for 52 weeks. For the GS-09, you must have been at the GS-07 level for 52 weeks.
