Serves as the Secretary to the Director of Contracting, Deputy Director of Contracting (DDoC, and to the staff of the Network Contract Office.
This recruitment is for one position with VHA Regional Procurement Office Central, Network Contracting Office (NCO) 06 open to Hampton VAMC employees only. This position is located at Network Contracting Office 6 - RPO East 100 Emancipation Drive, Bldg 27
Hampton, VA 23667.
Duties
Secretary (OA)/ 600120: The Secretary (OA) serves as the secretary to the Director of Contracting (DoC), Deputy Director of Contracting (DDoC), and to the staff of the Network Contracting Office (NCO). The Secretary (OA) ensures that the different and varied administrative support functions for which responsible are handled in a manner to enhance the efficiency of the NCO as a whole. Major duties and responsibilities include:
Serves as the primary timekeeper for NCO 6
Prepares correspondence, statistical graphs, logs, and reports in final form ensuring correct punctuation, capitalization, spelling, and grammar, and that suspense dates are met.
Maintains smooth flow of oral and written communications; follow up on time commitments, data, and special projects coming into the office from a broad diversity of groups.
Receives calls for the office, answers routine requests, and refers phone calls or responds to requests for materials in the absence of the supervisor.
Assists with travel requirements which may include visits to field facilities and various sites throughout the VISN for staff meetings, appearances before veterans groups, national and VISN committee meetings, management seminars, and professional education.
Assists the office in assuring that all leave is properly accounted for and in accordance with applicable policies and regulations.
Provides administrative and technical support to the office including meeting planning/video conference calls/conference calls, recording and generation of meeting minutes, data gathering, conference setup and support, travel, timekeeping/leave administration, report generation, memos, spreadsheets, graphs and presentations.
Develops and maintains effective office systems, procedures, and communications, making changes as necessary to ensure smooth patterns of work and information flow meet the programmatic needs of the office staff. This includes devising, installing, monitoring, and modifying these procedures as necessary.
Recommends changes in service line administrative policies that will increase office effectiveness.
Provides instruction and assistance to facility level personnel and offices on these procedures and administrative policies.
Must successfully pass all required training to receive and maintain a Government Purchase Card.
Incumbent will purchase needed office supplies and may make other purchases.
Performs other duties as deemed necessary.
Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m.

Telework: Eligible 60% telework will be offered (Tuesdays and Thursdays must report to office location)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks as a GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Specialized Experience GS-07:
Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-06) in the normal line of progression for the occupation in the organization. Examples of specialized experience includes experience with: Administrative concepts, principles and practices such as scheduling conference calls and meetings, updating calendars, time keeping, routing mail, and making travel arrangements; Handling confidential information; Developing background information for briefings; Adapting policies or procedures to emerging situations and establishing new procedures to meet new situations; Using databases, word processing, spreadsheets, and other applications (i.e. Microsoft Word, PowerPoint, Excel, Access, Outlook, Publishing, etc.); Maintaining office equipment and office supply inventory; Tracking and monitoring office correspondence.
