This position primarily performs Purchasing Agent work to acquire supplies, services, and construction by purchase, rental, or lease through (a) delivery orders and/or (b) small purchase procedures. The work requires knowledge of policies and procedures for delivery orders and small purchases. This work also requires knowledge of commercial supply sources and common business practices related to sales, prices, discounts, units of measurement, deliveries, stocks, and shipments.
Duties
Duties may include but are not limited to:
Creating 2237s, completing Purchase Orders, eCMS (FORCE) entries and verifying vendors in the VHA system of record prior to placing an order;
Providing general guidance to potential vendors on requirements and information needed to be entered into the VHA's local vendor file;
Obtaining necessary product information, price information and procedures for written or verbal purchase orders;
Utilizing different ordering, reporting procedures, and purchasing methods depending on the type quantity, dollar value, and urgency of the requirement;
Purchasing various equipment, supplies, and services through the use of the government purchase card for micro purchases;
Tracking obligations/commitments and monitoring expenditures to support recurring budget forecasts and identify potential fraud, waste and abuse based on procurement history and purchase trends;
Conducting open market research and sole source small purchases for highly specialized medical items with critical product requirements;
Monitoring purchases and reconciling credit card billing statements;
Performing a variety of receptionist, timekeeping, record keeping and miscellaneous duties in medical facility;
Establishing office files and record systems;
Utilizing a variety of automated systems to enter, update, revise, sort, and calculate data; monitoring purchase requests; process receipts; and monitoring active and delinquent invoices;
Developing reports and spreadsheets, obtaining, organizing, filing and retrieving reports for briefing and presentation purposes;
Utilizing Microsoft Office to create, edit and aggregate data necessary for expense tracking and Supply Chain management reporting.
Work Schedule: Monday - Friday, 7:30am-4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a Gs-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Broad knowledge of VA and Federal Acquisition Regulations, Public Laws, published guides, directives, and procedures; Knowledge of Fiscal Fund Control Points and budget balances to ensure procurement obligations are complete and approved prior to procurement activity; Knowledge of purchase card regulations and policies, socioeconomic goals, and priority sources of supply; Knowledge of price analysis techniques; Knowledge of eCMS, 2237's, and other agency databases in order to track and monitor purchases, annual contracts and rental agreements, and develop reports; Knowledge of Microsoft Office to include Microsoft Excel to create, edit and aggregate data necessary for expense, Alpha numeric filing principles; Ability to use Outlook Mail features to respond to Medical Center inquiries and Calendar features to set up meetings.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
