You will oversee the operations of the National Highway Institute Learning Management System (LMS) and perform a wide variety of duties to support the delivery of NHI training courses and enhance the effectiveness and efficiency of NHI. You will also advise and assist the NHI Director and the Training Business Manager in analyzing business and operating procedures to devise the most efficient methods of accomplishing work to meet management strategies, goals, and objectives.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Experience developing, reviewing, and/or approving technical documents, guidance, presentations, and/or training and experience utilizing and/or developing automated systems, such as learning management systems; and experience communicating and responding to needs of internal or external stakeholders. Experience managing procurement or contract work, such as, managing schedules, reviewing deliverables for compliance with requirements, reviewing and approving invoices. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Technical Skills (Project Management, Contract Office's Representative (COR), Logistics) - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance. Technical Competence (Understanding of Learning Management Systems (LMS), Budgeting, Understanding of the Federal programs) - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Communication (Presentation, Advising, Writing) - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.
