The primary purpose of this position is to provide overall management and security of the loading dock operations, VCC, customer service desk for the HQ STRATCOM complex, liaison with the Central United States Registry (CUSR) for all North Atlantic Treaty Organization (NATO) security and as well as assistance to the Top-Secret Control officer.

Duties

Manages the HQ USSTRATCOM Loading Dock Operations and assist the management of the Commands Top Secret Control Program and acts as the alternate Sub Registry for protecting and processing NATO classified material. Responsible for the Commands Collateral Security training program. Assists the Information Security section on all core functions. Manages the command security customer service desk.

  • The employee must be able to obtain and maintain a TOP SECRET clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • Employee may be required to work other than normal duty hours, to include evenings, weekends and/or holidays

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes applying knowledge of methods of performing such duties as conducting inspections and investigations, collecting and analyzing information, and skill in weighing the impact of variables such as critical accountability qualifications, access and registry restrictions, and other issues that influence the course of actions taken in resolving security questions and issues. Knowledge of security classification methods, concepts, eligibility for access to classified or sensitive information. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of security specialties, concepts, principles, criteria, requirements, technology, and practices. Knowledge of resources protection, information and physical security concepts, principles to plan and implement security programs. Knowledge of required security training concepts, programs, procedures, and practices to assit managers in establishing and operating internal security programs. Skill in developing, analyzing, and evaluating security programs to meet mission requirements and improve the security program for the installation. Ability to communicate orally and in writing, clearly, concisely, and accurately. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
