This position is in the Division of Extramural Activities (DEA), National Institute of Oral and Craniofacial Research (NIDCR). The DEA provides guidance on extramural policy, manages initial peer review of applications assigned to NIDCR; extramural research training programs, and NIDCR grant awards. Additionally, the DEA evaluates NIDCR grant programs, manages Notice of Funding Opportunity Announcements, and oversees the National Advisory Council and the Board of Scientific Counselors.
Duties
If you are selected for this position, you will perform the following duties:
Coordinates, develops, and implements policies, procedures, guidelines, and internal controls for assigned programs or projects, which may include the development, implementation, and monitoring of Standard Operating Procedures (SOPs)
Provides oversight and technical guidance for the coordination and review of IC related web content for public and internal sites; coordinates content submissions to the IC Office.
Supports program-wide policy analysis and evaluation of research training and career development programs through the collection, analysis, and interpretation of information, outcomes data, and through monitoring scientific, administrative, and fiscal data on programs.
Performs specific analytical duties such as: coordinating responses to data calls, auditing of internal controls, forecasting, and policy development and evaluation to assess and improve program efficiency and operations, and to support the office in fulfilling requirements of Federal regulations and policies.
Participates in the development of policy and operating procedures as a representative to special task groups or committees within the IC.
Conducts process improvement activities and work simplification reviews to make recommendations that improve overall efficiency and effectiveness of IC operations.
Ensures the flow of operations by prioritizing and/or completing "rush" or time sensitive projects.
Provides technical expertise and guidance to staff for the preparation of program announcements, requests for applications and contracts, and other IC Notices of Funding Opportunities (NOFOs).
Keeps current on relevant IC policies and procedures while documents and maintains database of NOFOs for tracking purposes. Develops and implements workflows to improve the efficiency of the internal review and clearance processes.
Uses knowledge of complex scientific and biomedical research issues in programs and in-depth understanding of the IC's programs, and its mission essential activities, as well as the program objectives to identify and recommend new or revised internal policies, practices, or program planning.

- At the supervisor’s discretion, this position may offer work schedule flexibilities: telework (work from home on a regular basis or ad hoc basis but reports to the office at least once a week/two days a pay period).

Qualifications
In order to qualify for a Health Science Specialist, GS-0601 position, you must meet these requirements:
Education:
You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's degree or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. (This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained).
AND
Additional Qualifications:
In order to qualify for a Health Science Specialist, 0601, at the GS-13 level, you must have at least one year of qualifying specialized experience equivalent to at least the GS-12 level in the Federal Government obtained in either the private or public sector, performing the following types of tasks: planning, coordinating and implementing activities for epidemiology-related research programs; conducting initial scientific and administrative review of program project grant and training grant applications; assisting staff with grant related administrative activities including preparing funding plans and evaluating progress reports for funded projects; carrying out segments of complex studies covering a wide range of health topics.
