This position is located in the Projects Section of Engineering Service at the VA Central California Health Care System in Fresno, CA and is responsible for the planning, design, construction and maintenance needs of a 57-bed inpatient hospital, 60-bed Nursing Home, Outpatient Clinics and other buildings at the main hospital campus, existing and new satellite sites.
Duties

Major duties and responsibilities include but are not limited to:
Meets with appropriate users to determine functional requirements, approach, technical requirements, temporary needs, impacts of construction, etc. and prepares statements of work, sketches, drawings, specifications and cost estimates and other documentation as needed.
Determines system requirements, performs reconnaissance, and prepares design specifications and statements of work.
Conducts user activation planning of new buildings, renovations or relocations.
Prepares agendas, minutes, checklists, and procurements.
Develops broad and complex electrical, plumbing, mechanical, pneumatic systems, digital control systems, civil, structural and architectural layouts, complete with specifications.
Assists in project development with gross estimates of the proposed work for planning purposes, making necessary preliminary layouts to define the project concept and scope.
Prepares all necessary detailed cost estimates and associated documentation for funding consideration in the appropriate program.
Prepares complete specifications and drawings for each project.
Prepares and modifies design drawings using AutoCAD or hand sketches as directed.
Writes specifications for construction of building and utility system installations and alterations, roadways, parking lots, walkways and other medical center needs.
Performs scheduling and layout of operations, and inspection and surveillance of materials, methods, and equipment used in construction.
Prepares detailed cost estimates for use in obtaining project funding and conducts bid evaluations.
Prepares correspondence, technical reports, estimates, factsheets, status reports, meeting minutes and schedules as required to compete project assignments.
Inspects construction sites and develops recommendation for level of completion of work.
Performs other related duties as assigned.
Work Schedule: Monday - Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position at the GS-11 level, you must meet one of the following:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-10) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of an Engineering Technician, and that is typically in or related to the work of the position to be filled. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems.
Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes and instrument maker or model maker who performed design or development work on devices fabricated.
Additional required specialized experience is experience exercising responsibility for the planning, design, construction and maintenance needs of new and existing buildings; preparing statements of work, sketches, drawings, specifications and/or cost estimates; and using AutoCad software. Education: Successful completion of three (3) years of graduate education or an internship that is directly related to the work of the Engineering Technician position in the field of engineering. Combination of Experience and Education: An equivalent combination of successfully completed graduate level education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses directly related to the work of the Engineering Technician position in the field of engineering. IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: Incumbent is exposed to hazards of tripping, falling, shock, burns, dust, fluids, chemicals and a variety of diseases. Must comply with all facility and applicable safety codes and practices. Must be physically able to climb, crawl, walk, stoop, sit, have good hearing, eyesight, color and depth perception. Work may also involve driving or traveling by motor vehicle.
