This position serves as an Inventory Manager in the Commodity Management Division of the Logistics Service in the VA Health Care System responsible for the inventory and management of all expendable supplies and durable medical equipment in the assigned area(s).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify for the GS-07 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) conducting research and determining required sources of equipment; (2) use of bar code scanning equipment and appropriate tagging equipment for inventory control purposes; (3) knowledge of records management policies and directives to maintain and retain supply records; (4) forecasting short and long range inventory needs. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of grade level experience (18 semester hours of graduate level education). You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) maintaining inventory control records in an automated system; (2) managing a property management program; (3) determining required sources of equipment, purchase card program, and simplified acquisition procedures; (4) advising on the management, control and accountability of equipment in use. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related, that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond master's or equivalent graduate degree, 2 full year of graduate level education or LL.B. or J.D. if related. You will be rated on the following Competencies for this position: Contracting and Procurement Planning and Evaluating Technical Competence Communication Technology Application Problem Solving Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Heavy lifting, 45 pounds and over; Straight pulling/pushing (1 hour); Reaching above shoulder; Use of fingers; Both hands required; Walking (1 hours); Standing (1 hours); Kneeling (2 hours); Kneeling (.25 hours); Repeated bending (1 hour); Both legs required; Operation of crane, truck, tractor, or motor vehicle; Ability for rapid mental and muscular coordination simultaneously; Both eyes required; Depth perception; Ability to distinguish basic and shades of colors; and Hearing (aid permitted).
