National Defense University (NDU) supports the joint warfighter by providing rigorous Joint Professional Military Education to members of the U.S. Armed Forces and select others in order to develop leaders who have the ability to operate and creatively think in an unpredictable and complex world. This is a Title 10 Excepted Service Appointment. Appointment is not to exceed 3 years with the possibility for extension.

Duties

The incumbent serves as Academic Specialist (Education Services) and technical advisor to the Dean of Students, Office of Student Services and performs a full range of student support services to the College of Information and Cyberspace. Responsible for managing and maintaining a coordinated, multi-functional office providing student support services at the CIC and overseeing all aspects of academic records and information management including, but not limited to: student registration; academic records maintenance; grade reporting; academic audits and validation of program completion for each student; issuance of transcripts/grades; initiation of appropriate federal and state reports, and issuance of academic evaluation reports. Carries out all related student support functions while ensuring compliance with all DoD regulations and instructions, accreditation councils, as well as State and local regulatory policy and guidance and provides administrative guidance to faculty and staff to ensure their compliance with requisite policies and procedures. Monitors CIC academic related student service activities and provides program management oversight and administration. Maintains close coordination with other school officials on academic program administration. Assists in the short term and long-range planning of academic operations to meet changing DoD requirements and student needs. Develops, maintains, and updates the CIC academic records management system, processes, and procedures; ensures the accompanying policy guidance and user guides are available in both hardcopy and web-based formats. Establishes internal control procedures and ensures that office personnel comply with these procedures, especially in the safeguarding of and accountability for student files and records. Serves as the CIC primary point of contact for outside agencies, colleges, and centers regarding student transcripts and related information requirements. Responsible for the overall preparation, collation, maintenance, safeguarding, release, and utilization of official records of current, former, and graduate CIC students. Incumbent maintains verification, certification, and documentation for CIC Joint Professional Military Education (JPME) and other courses. Performs a full range of automated Student Information System (SIS) support functions. Manages the CIC schedule of routine SIS maintenance, including course set-up, data integrity reviews, and data cleanup. Incumbent serves as the CIC representative on university committees planning future SIS operational changes, as well as documenting new SIS policies and procedures. Incumbent processes student and course information while maintaining data integrity for use by internal components and University personnel. Incumbent extracts information from the SIS for producing regular and recurring reports, as well as creating special, one-time, and/or ad hoc reports. Prepares and submits institutional reports to internal and external organizations as required. Prepares and/or oversees the preparation of statistical reports documenting student characteristics, demographics, course enrollments, grade distributions, transfer and validation of credit, additional electives, student attrition, and other admissions-related subjects. Incumbent analyzes these statistics, determines trends, and forwards the information lo the Dean of Students. Incumbent compiles and disseminates historical data on enrollments, degrees conferred, and retention and graduation rates for utilization by the College and the University. Develops and conducts a variety of surveys or research projects to satisfy reporting requirements, as well as identify ways to contribute toward program improvements. Plans and conducts studies that evaluate and/or predict program achievements and/or student performance; prepares interpretations of results and recommendations for the Dean of Students. Studies examine such significant matters as grading system; admission policies; course prerequisites, objectives, and/or contents; or instructional methods utilized. Responsible for the overall coordination and management of the CIC admissions program; acts as liaison with the military services, DoD, other federal agencies, and the defense industry concerning development of student quotas, as well as the determining processes for the acceptance /rejection of student nominees to the JRMC. Develops appropriate admission program instructions, directives and/or procedures, and implements them as authorized. Formulates and designs procedures to determine if established admissions criteria and program objectives are being met. Makes management level decisions concerning the daily operations and continuous improvements in the application and admissions processes based on analysis of data. Provides input for decision-making purposes at a higher level regarding the overall management and administration of admissions program.

  • Must be able and willing to travel both domestically and internationally. Travel is seldom required. Less than 20 % of the time.
  • The incumbent must be able to successfully obtain and maintain a Secret clearance.

Qualifications

An earned Bachelor's degree from a regionally accredited institution of higher education in a field related to education, management, or administration (Master's degree preferred). Must have knowledge of accreditation policies and demonstrated experience working with procedures for graduate degree conferring institutions, specifically relating to student records and services. Must have a demonstrated customer service or student service experience. Must have records analysis and management skills, demonstrating experience in preparing and organizing statistical reports, managing data collection, distribution, and maintenance. Experience using Blackboard, Google Cloud, Academic Databases, Search Engines, Microsoft Excel, PowerPoint, and Word in conducting research of course materials. The ability to work well both independently and within a team is essential. Aptitude to maintain a high-level of professionalism and confidentiality. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education Requirement: Possesses a Bachelor's degree from a regionally accredited institution of higher education (or international equivalent) in education or other appropriate discipline.
