Requirements

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation. Must possess or be able to obtain and maintain a SECRET security clearance within one year of appointment.
  • May be required to successfully complete a probationary period.

Qualifications

IMPORTANT INFORMATION: This position requires military membership in the Puerto Rico Army National Guard (PRARNG). If you are not a military member of the PRARNG (i.e. member of the PR Air NG, civilian, active duty Soldier, prior service, member from another state, reservist, IRR, State Guard, etc.), you must contact the ARNG Recruiting and Retention Superintendent (RRS) Office at (787) 289-1400 extension 2015 or 2008 to request the PRARNG Military Basic Requirements (MBR) Certification. If the MBR certification is not submitted, your application will not be screened. AREA OF CONSIDERATION: Area 1 = All permanent Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 2 = All indefinite Officers, Warrant Officers and Enlisted members employees (NG T32/NG T5) within Puerto Rico Army National Guard. Area 5 = Officers, Warrant Officers and Enlisted members of the Puerto Rico Army National Guard. Area 6 = Applicants who meet all requirements to become member of the Puerto Rico Army National Guard. (If the MBR certification is not submitted, your application will not be screened.) First round consideration will be given to Area 1 Candidates. (All other Areas will be screened only in the event that there are no qualified or recommended Candidates) To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor. Duties: As a PARALEGAL SPECIALIST (D1241000), GS-0950-11, you will provide Paralegal support within the state/territory Staff Judge Advocate's Office, and Legal Assistance Army and Air National Guard personnel and their families. The position performs legal research and analysis on legislative developments, administrative and judicial decisions, opinions, determinations, and rulings that impact state/territory National Guard programs. The incumbent is also engage in legal assistance to National Guard members and their families, but these duties would not be the paramount requirement for this position. The paramount duties are ancillary to attorney work, analyzing legal and administrative decisions, precedence, determinations, rulings and National Guard programs and procedures to facilitate current case work, providing administrative guidance, claims resolution or appellate endeavors. Physical demands: Work is performed in an office setting and is primarily sedentary, but may require periods of walking, standing, bending, driving an automobile, etc. Frequently carries case files or similar items but the work does not require any special physical effort or ability. Work environment: Work is performed in areas that are adequately lighted and climate controlled and where normal safety precautions for an office are practiced. GENERAL EXPERIENCE: Experience, education or training that demonstrates the ability to analyze the legal impact of legislative developments and administrate and judicial decisions, opinions, rulings and determinations on agency programs, conduct research for the preparation of legal opinions on matters of interest to the agency. Practical knowledge and use of basic legal principles and concepts to interpret and apply or explain to others the application of a body of law, regulations, precedents, and practices covering one or more recurring types of legal actions encountered in an agency. SPECIALIZED EXPERIENCE: Applicant must possess at least (1) ONE year at the next lower grade GS-09 or the equivalent THIRTY-SIX (36) months of specialized experience performing or supervising duties such as provide Paralegal support and Legal Assistance National Guard personnel and their families; performs legal research and analysis on legislative developments, administrative and judicial decisions, opinions, determinations, and rulings; summarizes findings to aide staff attorneys in case or project resolution; identify missing information, conduct additional research or investigation, locate and analyze the appropriate reference sources; Drafts and edits non-legal memoranda, research reports and correspondence relating to cases; and develop an appropriate and defendable legal position and circumstances in a specific claim, case, or action; communicate effectively, both orally and in writing, in order to provide assistance to customers in the preparation of legal documents; maintains case files and identifies and corrects file deficiencies or discrepancies.

Education

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, (30 semester's hours or 20 classroom hours of instruction per week) for 6 months of specialized experience. Courses must be directly related to the work of the position. Copy of official/student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.
