The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
The incumbent serves as an analyst responsible for developing and/or interpreting guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
The employee plans, analyzes, determines cost/benefit relationships, and coordinates a variety of functions, operations, and teams.
Independently studies problems facing operating unit functions or those of particular concern within the organization assigned. This may require coordinating input from activities outside the division and identifying new methods of performing work. This requires the incumbent to demonstrate analytical, technical, and process analysis skills.
Analyzes assigned program areas to discern trends in program delivery. Consolidates report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
Provides technical advice and staff assistance to executives, field managers, and employees in the assigned program area. Develops and prepares operating guidelines, instructions, and other material pertaining to assigned program areas.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal service. Specialized experience for this position includes: Experience evaluating program plans and determining impact of changes on program goals; Experience conducting reviews, studies/projects and coordinating resource utilization of program operations;; Experience using analytical and evaluative methods in order to assess and measure effectiveness of program operations, identify gaps or conflicts, consolidate findings and, recommend alternatives; Experience recognizing significant tax issues and enforcement changes that impact assigned programs in order to revise procedures or recommend changes in basic implementing regulations; Experience with program and process analysis, management reporting procedures and available system capabilities to resolve operating problems, and providing statistical data or other management information reports; Skill in oral and written communications to conduct briefings, prepare reports, document findings and, disseminate procedural and regulatory information. Experience with HTML/Javascript coding.
OR
EDUCATION: A Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work OR LL.M., if related
OR A combination of experience and education equivalent to the amount required.
