About the Position: This is a permanent position within U.S. Army Humphreys Engineer Center Support Activity (HECSA), Resource Management Office, Programs & Budget Branch.

Duties
Performs a wide variety of analytical and evaluative duties connected with the formulation justification, execution, presentation, Civil Works functions budget.
Reviews United States Army Corps of Engineers (USACE) nationwide worldwide military functions budget reimbursable activities under those functions.
Reviews, analyzes and interprets legislation..
Drafts analyses which examine the impact and significance of new or revised legislation, policies, procedures and program requirements.
Provides advice, recommends, develops, and coordinates new or revised budgetary policy, procedural guidance with Headquarters and Field Operating Activity program officials and managers.
Briefs Commander/Directors and Program Managers on new or revised budget programs and their impact.
Reviews, analyzes, and evaluates command-wide budgetary operating systems for effectiveness and/or improvements.
Develops proposed appropriations language in support of new or revised program and budgetary requirements.
Reviews budget estimates submitted by managers of assigned programs for accuracy of technical treatment and format, mathematical accuracy, adequacy of supporting narrative justification, and conformance with budgetary policy and guidelines.

- This position has been designated as a FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

To qualify based on your experience, your resume must describe at least one year of specialized experience which includes: interpreting and applying directives, regulations and policies to manage and advise on organization budget programs or data; performing assignments in the areas of budget formulation, budget execution, analysis and reporting; compiling factual quantitative data on funding; maintaining databases, budget systems, and tracking the budget activities; and providing budget estimates and justifications of current and historical financial data to support and defend organization's budgetary requirements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
