This position is located in the Bureau of African Affairs, Office of Economic and Regional Affairs (AF/ERA). The incumbent serves as a Foreign Affairs Officer formulating high-level foreign policy for countries in Sub Saharan Africa.

Duties
Conducts analysis of regional dynamics, emerging issues, and complex political, military, economic, social, security, and other immediate developments in countries of Sub-Saharan Africa from a wide variety of sources.
Develops foreign assistance policy proposals, options, and strategies that steer trends in a direction favorable to USG programs, projects, and activities in advancing foreign policy objectives.
Analyzes and evaluates proposals for new foreign assistance projects or programs to determine their consistency with U.S. foreign policy objectives.
Provides expert guidance in the resolution of exceedingly complex problems, emerging issues and
developments that impact AF foreign assistance programs.

Qualifications

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience conducting analysis to assess foreign assistance program effectiveness.
Experience analyzing the effectiveness of foreign assistance programs; including identifying deficiencies, changes or recommendations for improvements.
Experience developing foreign policy to address and support foreign assistance programs within the Sub Saharan African region.
