This position is located in the U.S. Department of Labor, Mine Safety and Health Administration, Mine Safety and Health Enforcment Program Area. This position performs analyses and advisory assignments related to the effectiveness of government programs and/or the efficiency of the management of government operations. This position is Inside the bargaining unit.

Duties

Conduct detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Provide results of analysis in the form of written and illustrated briefings or other formats. Prepares and delivers presentations for various internal and external audiences. Receives and analyzes basic regulations, directives, and program guidance. Maintains cognizance of and applies required program regulations, policies, and directives. Anticipates challenges and identifies issues to subsequently recommend changes to program requirements to resolve problems or prevent potential problems. Formulates and issues instructions and guidance for development, submission, and review of internal procedures with the assigned program. Serves as a liaison between OCIO and MSHA at the District level and administers and manages IT-related work for inspector related support. Serves as the subject matter expert for all mission applications in the district's network operating environment; maintains and services mission applications on all computers through the district; provide support with regard to the use of mobile devices. Learns and understand the methodology of new or upgraded software applications as well as assess users needs in order to develop and provide training on computers, hardware and applications, including instructions, training and troubleshooting in support of mission needs. Create custom Microstrategy reports, and dashboards to support the field. Review and process all legal id submissions/rejections. Track the progress of new mines to ensure that they submit an approved LID, a MIF was completed and the all new electronic and paper files have been made Review and process all eDoc submissions in MSIS/MCAS, including LIDs, commencements, accident forms, mine ID and contractor ID requests. Process all required profile changes for users in MSIS/MCAS: permissions, office codes, district codes, AR/RE updates, etc. Conduct research and provide professional advice/consulting for district IT-related product purchasing. Provide expert training and guidance on all programs and advanced features usage, creating training manuals, holding training sessions, and assisting users one-on-one. Track and process all SARs, ensuring that a SAR is received for every required issuance, holds are placed on the issuances in order to prevent them from going to assessments, etc. Maintain mine groups (travel areas) in MSIS/MCAS, adjusting mines around as needed and reviewing travel areas with enforcement. Track/request/record new citation numbers and event numbers. Assist with IT-related property recording/tracking/inventory. Provide IT support and program creation for district Mine Rescue Contests and other public presentations. Use custom/programming/coding to allow for district task automation.

Requirements

  • Must be at least 16 years old.
  • Must be a U.S. Citizen.
  • Candidate required to obtain the necessary security/investigation level.
  • Requires a probationary period if the requirement has not been met.
  • Requires a valid driver's license.

Qualifications

You must meet the Specialized Experience to qualify for Program Analyst, as described below. For GS-12: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11, in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience for GS-12 includes experience in ALL of the following: Developing and providing training on computer programs, hardware, and software applications. Developing queries and reports from data for various groups. Providing statistical data analysis and Testing new operating systems, application, or information systems. There is no education substitution for experience at the GS12 level.
