This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position is located in the Occupational Health Sciences Division of Public Health Command-Central, Fort Sam Houston, Texas.
Duties
Serves as a technical expert in industrial hygiene as well as in the mechanical engineering areas of heating, ventilation, and air conditioning.
Identifies and evaluates toxic substance hazards for which little regulatory guidance exists.
Provides technical oversight and delegates work assignments for consultations, surveys and special in-depth studies with full responsibility and oversight for planning and conducting them.
Plans, coordinates and conducts investigations of malfunctions and inadequate performance of mechanical systems and engineering controls.
Requirements
- You will be required to provide proof of U.S. Citizenship.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required
- This position is subject to annual seasonal influenza vaccinations. Applicants tentatively selected for this position will be required to sign a statement consenting to seasonal influenza vaccinations or must provide a recognized exemption.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Industrial Hygienist:
Degree: Bachelor's or graduate (or higher level) degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained.
OR
Related Degree: Bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. For engineering degrees to be acceptable, the curriculum must be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.

Certification from the American Board of Industrial Hygiene (ABIH).In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes experience identifying and evaluating toxic substance hazards for which little regulatory guidance exists. Determining the adequacy of control measures. Making recommendations to correct inadequate or missing controls, incorporate process changes, or engineering redesigns. Analyzing trade-offs and benefits while resolving potential areas of conflict. Experience evaluating, advising and reporting on the operation, maintenance, adequacy of design, and compliance with applicable ventilation, safety, and health related standards. Conducting design reviews of mechanical systems that are a part of new construction, expansion, and/or renovation projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
