Duties

(CONT FROM SUMMARY ABOVE) The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the 460th SFS DAF Civilian Flight Chiefs, subordinate Lead Police, and patrol officers and military members assigned to Security Forces. Responsible for enforcing law, maintaining law and order, preserving the peace, and protecting life and civil rights within the assigned Federal Jurisdiction. DUTIES- 1. This position will support the Federal Government's response efforts to COVID-19. 2. Plans, organizes, and oversees the activities of the DAF Civilian Police Force Security Forces assigned to various Flights under the Operations Section. 3. Exercises supervisory personnel management responsibilities. 4. Represents the 460th Security Forces Squadron with a variety of installation and functional area organizations. 5. Performs and enforces the full range of police officer duties within the military installation.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.

  • Incumbent must be qualified in the use of required weapons, as the incumbent will be required to use firearms in performing duties.
  • Position requires access to firearms. Persons convicted of a misdemeanor or felony crime of domestic violence may not occupy this position in accordance with the Gun Control Act of 1968, as amended 30 Sep 96.
  • Employee must sign DD Form 2760, Qualification to Possess Firearms or Ammunition.
  • Must pass an initial pre-employment medical examination, periodic medical examinations, required initial and annual physical fitness/physical agility tests to include running, meet established hearing standards and discern colors,
  • contrast, and depth. The incumbent must immediately report to his supervisor any significant medical threshold shifts in health status and/or medication requirements.
  • Must be able to obtain and maintain the appropriate security clearance.
  • Must wear a uniform and meet applicable dress and appearance standards as identified in current AFI.
  • Must work an uncommon tour of duty, to include nights, weekends, holidays, overtime, rotating shifts, and recall.
  • Must wear approved protective clothing such as body armor/ballistic plates, helmets, personal protective equipment, coats, boots, traffic vests and/or chemical protective equipment, (e.g. respirator mask).
  • Incumbent must be able to operate Security Forces Vehicles and installed equipment. An appropriate, valid driver’s license is required for the position.
  • This SCPD will only be used for supervisory positions with a verified base level of work equal to GS-09.
  • Must pass formal law enforcement training school as determined by HAF/A4S and obtain DoD Peace Officer Standardization and Training Certification.
  • Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties. (CONT Below in QUALIFICATIONS)

Qualifications

(CONT FROM Conditions of Employment ABOVE) - Incumbent is required to obtain first responder training/certifications in CPR techniques, self-aid buddy care, and first aid on the job and maintain annually. - Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques, and procedures necessary for preparation and response to catastrophic events, terrorist attacks and related threats to installations. - Ability to employ 'infantry/SWAT' small unit tactics involving fire and maneuver, with rapid advancing movement between defensive positions, while wearing protective gear for extended periods of time, (e.g. Employing "Active Shooter" response tactics and techniques as a member of a small team is required). - This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. - Work may occasionally require travel away from the normal duty station. - Must obtain and maintain a government travel card. - Must successfully complete the Air Force Civilian Police Supervisor's Course, or approved equivalent. - Must earn qualification and/or certification, or have previous certification/qualification to operate and perform the following: Flight Armorer, Active Vehicle Barrier, National Crime Information Center (NCIC), Web EOC, GEO Base, Emergency Management Systems, Defense Biometric Identification System (DBIDS), Standardized Field Sobriety Test (SFST), Security Forces Management Information System (SFMIS), Explosive Detection Device (EDD), Defense Data Exchange (DDEX), authoritative databases, Small Unmanned Aircraft System (SUAS), electronic booking stations, speed measurement devices, non-lethal weapons (e.g. neuromuscular incapacitating device (NMID), baton, etc.) and other duties as assigned. - This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations. Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available. QUALIFICATIONS- In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the Police Series, 0083. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of applicable law enforcement and security AF, Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. 2. Knowledge of safety, security, and EEO regulations, practices, and procedures. 3. Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response, and dispatch. 4. Ability to operate the Incident Management System and the Security Forces Management Information System (SFMIS). 5. Ability to plan, organize, and direct the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
