This position is at the National Credit Union Administration (NCUA) in the Southern Region. This position serves as a Management Services Specialist (Operations). The primary purpose of the work is to provide and obtain a variety of administrative services for the Director of the Division of Management Services, which are essential to the direction and operation of the Region in the areas of human resources, training, and personnel security.
Duties
As a Management Services Specialist (Operations), you will:
Serve as a liaison between the region and OHR and provide advice and assistance to regional managers and supervisors on a variety of human resources management, training, and personnel security issues.
Initiate personnel action requests to recruit for vacant positions in the region and coordinate with supervisors, regional management, and OHR for ongoing recruitment efforts. Review and verify the accuracy of recruitment announcements prior to the OHR posting.
Compile and prepare salary comparison data, in order to establish peer comparability, and make recommendations. Ensure that pay-setting documentation is complete, including justifications for exceptions, and that proper approvals have been obtained. Schedule, coordinate, and conduct regional new hire orientations and make logistical arrangements, if necessary.
Provide advice and guidance to regional employees on federal and NCUA benefits, to include open-season and qualifying life events.
Provide administrative assistance, as needed, to regional supervisors and the OHR on disciplinary and adverse actions.
Participates in adverse action case management; coordinate and track actions; provide guidance on acceptable disciplinary documentation; assist with the inquiry by conducting fact-finding and data searches and report the findings to the supervisor.
Coordinate and maintain suspense control on the annual and mid-year performance appraisals for regional employees.
Ensure that managers and supervisors follow procedures and meet deadlines set by the Region and NCUA.
Maintain an automated training database containing schedules and records; track the status of requests for all regional employees; and request and file final transcripts. Prepare training budget reports for regional management and DTD.
Requirements
- You must be a U.S. Citizen.
- Suitable adjudication of background/security investigation is required.
- A probationary/trial period may be required.

Qualifications
Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.
To qualify for the CU-09 grade level, you must have one of the following:
A. Specialized Experience: All applicants applying for the CU-09 level must have at least one full year of specialized experience equivalent to the CU/GS-07 level obtained in the private or public sector. Specialized experience for this position is defined as experience in all of the following:
Providing administrative support for at least one of the following programs (Staffing and Recruitment, Employee Benefits, Training and Development, or Employee Performance Management);
gathering data;
developing and updating spreadsheets or databases;
and responding to general internal inquiries.
OR
B. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree (including LL.B. or J.D., if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
C. Combination of Education and Experience: Applicants may combine education and experience to qualify at this level.
To qualify for the CU-11 grade level, you must have one of the following:
A. Specialized Experience: All applicants applying for the CU-11 level must have at least one full year of specialized experience equivalent to the CU/GS-09 level obtained in the private or public sector. Specialized experience for this position is defined as experience in all of the following:
Assisting in the administration of one of the following programs (Staffing and Recruitment, Employee Benefits, Training and Development, or Employee Performance Management);
gathering and analyzing data;
preparing draft written materials for review;
responding to non-routine inquiries from internal customers related to assigned program areas;
and interpreting human resources policies and procedures to obtain relevant facts for managers, supervisors and employees.
OR
B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree (including LL.M., if related). Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
OR
C. Combination of Education and Experience: Applicants may combine education and experience to qualify at this level.
