The primary purpose of this position is to provide specialized legal advice and services as an attorney within the Air Force Judge Advocate General Corps, the Civil Law Directorate, the Environmental Law and Litigation Division, and the Environmental Law Field Support Center.
Duties
Incumbent is an expert and maintains currency in a wide range of laws, regulations, policy, and guidance as assigned by the Center Chief and understands the potential impact of those authorities on Air Force operations.
Incumbent gives legal advice and provides legal opinions on questions involving complex environmental (including international environmental law), occupational safety and health, natural and cultural resources, and real property law issues to Air Force elements.
As the Air Force's primary expert in designated areas of environmental, including international environmental and occupational safety and health the incumbent continually builds upon that expertise and ensures that the benefits of that expertise and experience are shared with other Air Force attorneys and with DoD as a whole.
As subject matter expert, assists the Air Force Environmental Litigation Center as needed on environmental, including international environmental and occupational safety and health related litigation and administrative proceedings before overseas, Federal, state, or regulatory venues.

Qualifications
GENERAL REQUIREMENTS:
You MUST have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LLB or JD). NOTE: You must submit a copy of your transcripts.
In addition, at the time of application, you must provide proof, dated within four months of application, of "active" status with a bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. On-line information is allowed as long as it shows that you are in "active" status.
In addition to the above requirement: Professional legal experience in excess of three (3) years that is commensurate with the duties and responsibilities of the position, such as: Research and respond to difficult legal questions and methods of research, analyzing, interpreting, and applying Federal and State laws, regulations, policy directives, contracts, and other legal instruments; Examine, interpret, and advise on cases, instruments, directives, and makes recommended improvements or reversal of any adverse trends with attention to high risk/problem prone areas of adjudication; Provide legal advice on high-level inquiries, proposed legislation, policies, and regulations where a legal or legal related issues is involved; Develop solutions to problems involving highly intricate legal, factual, and political questions, and provides correct, practical legal advice and services in a timely manner.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Must have a law degree (JD) from an accredited law school and be a member in good standing of the bar of the highest court of a state or the District of Columbia or other Federal Bar, as appropriate. Extensive experience and/or a master of laws (LL.M.) in environmental law is desirable.
2. Must have the skill and ability to conduct complex legal research and a familiarity with the research resources most commonly involved in environmental law matters including international environmental and occupational safety and health laws. This includes various statutes, treaties and international agreements, Department of Defense and Air Force policy and guidance, the United States Code, court opinions, the Code of Federal Regulations, etc. Familiarity with electronic research resources such as Westlaw, Lexis, etc. is required.
3. Must have in-depth experience as a practicing environmental law attorney and possess at least three years of relevant experience. Must be thoroughly competent in federal civil procedure, environmental, natural and cultural, and real property law and knowledgeable in administrative and general law.
4. Must be highly skilled in written and oral advocacy in order to prepare and present written and oral briefings before decision-makers; AND Must possess superior negotiation skills and be capable of rational and logical thinking in order to formulate, coordinate, and present the Air Force legal position before regulators, elected officials, the public, and senior officials for the Air Force and other relevant agencies.
5. Previous experience using computer word processing software such as Word for Windows, Excel, and Power Point is highly desirable but not required.
6. Experience working within a large and complex legal organization is highly desirable but not required. Similarly, experience working at high levels with the Department of Defense or Department of the Air Force is desired but not required.

Education
Must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth. The attorney must maintain such bar membership in at least one jurisdiction during the entire course of employment with the Air Force.
