This position is located in the Department of Homeland Security, US Coast Guard, Operational Logistics, BASE Elizabeth City, Facilities Engineering Department, Fire & Emergency Services Division in Elizabeth City, NC.
Duties
The incumbent will be responsible for providing aircraft rescue fire fighting (ARFF), structural fire fighting, rescue, emergency service response, hazardous material (HAZMAT) technician-level leak-spill-fire control and confined space entry and rescue.Being a civilian working for the Coast Guard makes you valuable member of the team. Typical duties include:* Providing administrative supervisory duties over 21 Fire Department employees.* Responding to emergencies at the regional airport authority and the neighboring communities through mutual aid agreements.* Covering fire prevention, protection and suppression services for 1,389,000 sq ft. of structures (110+) spread over 809 acres, a 50,000 gallon diesel oil tank, four 1000 gasoline tanks, a 251,000 gallon JP-5 fuel farm, and various natural gas fired building boiler systems.* Providing Emergency Medical Service (EMS) services which includes pre-hospital care by the Nationally Registered Emergency Medical Technician - Basic Life Support levels delivered by Fire Department personnel in the course of their routine duties.* Planning, coordinating, implementing, monitoring and evaluating all phases of Fire Department structural, EMS, and HAZMAT response operations.* Investigating and preparing required reports covering cause of fires, fire losses, formulates budget requirements and guides the budget execution for services and materials required to operate the Fire Department.* Ensuring all Fire Department personnel are properly trained, qualified, certified, equipped and physically fit to perform their rigorous firefighting duties.

Qualifications
GS-11:
Applicants must have one year specialized experience equivalent to the GS-9 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work
GS-12:
Applicants must have one year specialized experience equivalent to the GS-11 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.Examples include: Experience in supervising, controlling and directing a fire station; developing, directing and administering a thorough and comprehensive fire fighting and fire prevention program; pre-planning and innovative fire prevention methods in highly hazardous situations including toxic, highly flammable or explosive materials; serving as a technical advisor to management on all matters pertaining to fire protection, fire prevention, hazardous materials protection and control program, emergency service personnel and response operations; developing and implementing departmental programs and procedures related to fire fighting operations; negotiating mutual aid agreements with multiple fire departments.National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
