About the Position: Serves as Senior Project Engineer performing hydraulic, hydrologic, coastal, and environmental engineering designs and analyses and coordinating, assisting, and reviewing the work of other engineers and technicians.

Duties

Conducts studies, analyses, and evaluations relating to the planning, design, operation, and maintenance of flood protection, navigation, environmental, coastal, and related projects. Conduct analysis of hydraulics and hydrology for flood insurance and flood plain management studies, water supply studies, drainage, irrigation, and groundwater studies. Develop data collection plans, compile, analyze, and interpret and evaluate a variety of data pertinent to studies and evaluations. Assess impacts of project features on flood protection, navigation, environmental, coastal, and other purposes. Coordinates area of work to provide consistency with approaches and solutions to problems. Performs periodic quality reviews and advises other engineers on solutions to technical problems.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • One-year probationary period may be required.
  • Temporary travel (TDY) of up to 10% of the time may be required.
  • A current, active, full, and unrestricted license as a Registered Professional Engineer (PE) will be required at entry for the GS-12 only and must be maintained for continued employment.

Basic Education Requirement: Engineer - All Engineers - GS-0810 Series AND Specialized experience for the GS-11: One year of specialized experience which includes 1) Conducting hydrologic and hydraulic analyses and design relating to the planning, design, operation, and maintenance of flood protection, navigation, environmental, coastal and related projects; OR 2) Developing data collection plans to analyze a variety of data pertinent to studies and evaluations; OR 3) Reviewing plans and specifications to ensure hydrologic and hydraulic portions are consistent and recommending corrective actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Civil Engineering or Structural Engineering. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized experience for the GS-12: One year of specialized experience which includes 1) Conducting hydrologic and hydraulic analyses and design relating to the planning, design, operation, and maintenance of flood protection, navigation, environmental, coastal and related projects; AND 2) Developing data collection plans to analyze a variety of data pertinent to studies and evaluations; AND 3) Reviewing plans and specifications to ensure hydrologic and hydraulic portions are consistent and recommending corrective actions; AND 4) Working within a team. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Hydraulic EngineeringHydrologyOral CommunicationProject Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent. For the GS-12 you must have 52 weeks at the GS-11 level. For the GS-11 you must have 52 weeks at the GS-09 level. With regards to time-in-grade validation, if you held a position other than a GS pay plan, be sure your resume includes the pay plan and the salary you earned during the assignment. Without this information, your time-in-grade validation may not be able to be verified and will result in your not meeting the time-grade requirement for this vacancy.
