This position serves as a Program Analyst organizationally assigned under Geriatric and Extended Care Service (GEC). The incumbent handles administrative matters independently, prioritizing, exercising initiative and independent judgement in day-to-day activities to assure that deadlines are met.
Duties
The duties of the Program Analyst include, but are not limited to:
Performing entitlement or post-entitlement work related to the examination of claims and invoices for benefits and services
Processing difficult cases requiring development of a wide variety, of source information, exercise of significant judgment, and a good working knowledge of the applicable laws, rules, and regulations governing the fee services program
Auditing completed invoices and final certification prior to submission for payment
Determines eligibility and processes unauthorized claims for signature
Using VISTA/DHCP and the fee basis automated system to enter, update and obtain data related to fee basis claims
Assisting in the planning, review, and reporting of data/statistical results of program/project studies
Generating and reviewing documents, reports, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate
Developing and maintaining spreadsheet data with patient information to include admission and discharge information, length of stay, acuity, IDC scheduling, referral source

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/11/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Collecting and analyzing data, performing statistical calculations, and developing reports using various programs such as VISTA, CPRS, and VSSC; Drafting or auditing a wide range of administrative documents such as invoices, vouchers, claims, and reports for accuracy; and Assisting with the development of short and long-range goals of a program or service line. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR LL.B. or J.D., if related. This education demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate education beyond the first full year or 18 semester hours.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
