You will serve as an ENGINEER OR SCIENTIST in the In-Service Platform Engineering Branch within the Platform Acquistion Division of NAVUNSEAWARCENDIV NEWPORT RI. This position is part of the Warfare Centers Personnel Demonstration Project. The ND-05 pay band encompasses positions equivalent to GS-14 and GS-15. The ND-04 pay band encompasses positions equivalent to GS-12 and GS-13.

Duties

You will serve as the PMS 396/397 Liaison performing a variety of tasks to coordinate the successful transition of U.S. New Construction (NEWCON) Strategic Deterrent submarines to the Operations and Sustainment phase of the acquisition process. You will conduct research/analysis of current systems engineering, development, and systems engineering management processes and practices, as wells as possible alternate methods. You will communicate analysis results to the Ship Acquisition Program Manager and Ship Program Manager, along with recommendations for the adoption competitive methods. You will identify opportunities for common design practices, meetings, or processes to reduce demands on Participating Acquisition Resource Manager (PARM) resources and to ensure that design artifacts are adequately addressed during NEWCON. You will identify NEWCON practices that can be used to improve and/or expedite modernization efforts. You will identify facility resources, and assets acquired during NEWCON integration and test that can be recapitalized for use during operations and sustainment. You will provide Government Furnished Information (GFI) support to PMS396, PMS397 and subsystem PARMs in areas of requirements clarification, standardization, process and schedule. You will provide technical support to working groups and System Integration Teams, Major Area Teams, Major Area Integration Teams, and technical meetings relating to design/delivery of NPES and selected Contractor Furnished Equipment subsystems. You will provide overall technical expertise to the PMS397E Chief Engineer and support the technical decision making process, including risk management, and cost-benefit analyses. You will identify opportunities for future initiatives, new technology introduction, proofs of concept, expanded use of internal and external facilities for support of strategic initiatives, and Capital Investment Plans (CIP). You will recommend content of advanced and exploratory development programs for technology insertion into the submarine platform and makes recommendations for incorporation when potential improvements are sufficiently mature. You will provide high-level briefings and reports to various offices in PEO-SUB, NAVSEA, SECNAV and CNO. Also briefs Center management, high-level Navy personnel, and representatives from industry on technical subjects related to Combat Systems.

  • The 1550 series is a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 (Program Manager) within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series), a Computer Engineer (0854-series), an Electronics Engineer (0855-series), or a Computer Scientist (1550-series) depending upon the qualifications of the candidate. FOR ND-05 (GS-14/15 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-04 (GS-12/13 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience as a professional Engineer or Scientist managing, leading, or advising on projects related to the acquisition or modernization of submarine combat systems or platforms. FOR ND-04 (GS-12/13 equivalent): In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-03 (GS-09/11 equivalent) or grade level in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience as a professional Engineer or Scientist executing engineering projects related to the design or development of submarine combat systems or platforms. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  • Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
  • Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.   • 1520-Professional Mathematics Series: A degree in mathematics or the equivalent of a major that included at least 24 semester hours in mathematics OR
  • A combination of education and experience demonstrated by courses equivalent to a major in mathematics (including at least 24 semester hours in mathematics, plus appropriate experience or additional education.
