This Detail/Temporary promotion position serves as an Outdoor Recreation Planner for the Captain John Smith Chesapeake National Historic Trail. The purpose of this position is to perform a wide range of duties related to planning, and to lead, coordinate or manage the development and completion of a number of planning documents, projects, and initiatives. The incumbent reports to the Superintendent, Captain John Smith Chesapeake NHT (GS-15).

Duties
Analyzes, evaluates, and coordinates matters involving recreation planning.
Serves as a team leader or senior planning team member on multidisciplinary teams of professionals and/or is independently responsible for a variety of comprehensive planning projects and studies (e.g. general management plans, foundation statements, special resource studies and regional plans) and related environmental documents (e.g. environmental impact statements or environmental assessments).
As a senior planner, the incumbent will be expected to exercise a great deal of originality and sound judgement in managing a portfolio of complex projects.
Serves as team leader or senior planning team member coordinating all planning phases to include: preparing and finalizing project agreements (that outline the scope, staffing, scheduling, and budget needs of the project); conducting internal and public scoping; demographics, outdoor recreation trends, socioeconomic factors, and natural, cultural, and recreation features.
Leads and coordinates the preparation of planning documents and components thereof, including scoping newsletters, foundation statements, analysis and summary of public comments, and summary and completion plans.
Lead and coordinates the preparation of National Environmental Policy Act documents (e.g., environmental assessments, environmental impact statements. Findings of No Significant Impacts, Records of Decision) to ensure all compliance and other regulatory mandates are met, including but limited to internal to NPS Director's orders.
Facilitates and leads discussions to develop cooperative plans with Federal, State,
and local agencies and private organizations on matters pertaining to the need for resource planning and protection in areas such as rivers, trails, wilderness, protected sites and land preservation. The incumbent will be relied upon for their judgement and flexibility in negotiating a complex array of partnerships.
Attends public hearings and meetings involving a variety of park management policies and regulations, sometimes serving as lead spokesperson for the park unit.
Develops and maintains working relationships between the park unit and state, local, and other federal agencies as well as tribal governments, various civic groups, environmental organizations, commercial development organizations and interested individuals.
Drafts press releases in coordination with the public information office and prepares other information for public distribution regarding the planning process.
Answers working correspondence related to assigned planning projects and drafts official statements for the Superintendent.
Meets with citizen special interest groups and other organizations, sometimes serving as lead spokesperson for the trail, to explain the planning process and to provide opportunities for public input on alternatives to various plans.
Coordinates, directs, and conducts consultations with technical advisors, as
necessary, to obtain specialized information and expertise needed to complete planning documents. May coordinate and participate in field operations, such as collection of research data or other aspects of resource management.
Develops and recommends policy or guideline changes based on issues identified and resolved during the course of the planning projects worked on. Works with park management to codify outcomes as appropriate.
TEMPORARY PROMOTION/DETAIL: This is a temporary promotion not to exceed 5 months, and can be extended up to 5 years.
Qualifications
All qualifications must be met by the closing date of this announcement-01/11/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors) and must demonstrate the ability to plan and coordinate the use of land, water, and related resources for recreation and conservation purposes. This experience includes activities such as:
Analyzing and evaluating outdoor recreation interests, habits, and needs of diversified groups, and the means for meeting those needs.
Evaluating land or water areas for their recreation and related potential use, such as wildlife reserve.
Preparing or reviewing plans and programs for natural and cultural resource preservation, utilization and recreation area development.
Solving administrative, intergovernmental, socioeconomic, and other problems involved in providing adequate recreation opportunities while preserving, restoring, and enhancing the quality of the outdoor environment.
You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the grade level(s) of this announcement.
