The Program Analyst works within the Anesthesiology Department at the GLA VHA and reports directly to the Chief of Anesthesiology and Perioperative Medicine Service. Incumbent is vital in developing and implementing standardized protocols and guidelines to Anesthesiology programs and projects and identifying areas for improvements. A strong blend of organizational skills, attention to detail, program coordination and management, and collaboration and teamwork.
Duties
Duties include but are not limited to:
Oversees programs to include Anesthesiology Department Residency Program, Fellowship Program, Interns and Medical Student Education Program, Research Programs, Simulation and Skills Training Program, Continuing Medical Education Program (CME), and Professional Development Programs, and ensuring a seamless integration of medical healthcare students within the department.

Develops detailed program plans that outlines the goals, objectives, timelines, and key program performance indicators such as but not limited to program participants retention, the percentage of residents and students who convert to full-time employees, and program satisfaction data extracted from the organization/department exit surveys, to measure the effectiveness of anesthesia programs. .
Collects and analyzes data to develop compliance protocols, monitors, and evaluates program effectiveness and outcomes, such as estimate to project completion, number of unresolved issues, current resource allocation, backlogs, project scheduling, funding, and others to create and prepare briefings and recommendation reports for anesthesia leaders decision-making process on continuous program improvements.
Develops a consistent method for organizing and storing electronic and paper correspondence from a diverse range of stakeholders such as but not limited to the organization executive leadership team, inter-governmental agencies, anesthesiologists, nurses, administrative staff, vendors, and suppliers.
Sorts, organizes, delegates, and prioritizes incoming correspondence based on urgency and importance, for review and responds promptly within designated timeframes addressing inquiries and concerns.
Utilizes communication platforms such as email, instant messaging apps, Microsoft Team, and Webex, to regularly follow-up on pending correspondence to ensure timely closure of tasks and maintain accountability.
Creates and establishes templates and uses standardized formats for written correspondence such as project updates, information inquiries, using official letterhead or email, signature blocks, to maintain a professional image for the Anesthesiology Department.
Defines the scope of the projects, develops detailed plans outlining the tasks, timelines, resources, setting milestones, deliverables, and other information required for successful projection completion.
Develops and maintains project documentation, including progress reports, project-related correspondence, budget, resource management, Bio-medical engineering reports, risk and issue management reports, continuous improvement reviews and other reports, to be presented to the clinical stake holders, administrators, and other internal and external stakeholders, and key leaders to aid the project decision-making process.
Identifies potential project risks and issues related to anesthesiology projects and assists in developing risk mitigation strategies.
Ensures projects adhere to relevant regulations, policies, and guidelines for the Anesthesiology Department, to include compliance with patient safety standards, data privacy regulations, and institutional protocols.
Collaborates with multidisciplinary teams such as physicians, nurses, administrators, patients, inter-governmental agencies, and community organizations to facilitate project success.
Regularly reviews and analyzes data for trends, areas of improvements, or potential issues that need to be addressed. Takes corrective action and documents the resolution process.
Work Schedule: Monday-Friday, 8am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/15/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Combination of healthcare knowledge, project management proficiency, data analytical skills, and effective communication abilities to support the efficient and quality delivery of anesthesiology services. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Master's Degree. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond Graduate level.
