Duties

Develop reports on programs' trends, employee needs, work-life, and wellness. Provide information/training to staff and managers relating to alcohol, drugs, sexual assault/harassment (SHARP), and employee assistance program (EAP). Coordinate substance abuse education and prevention programs (alcohol, mental health, etc.).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • The duties of this position may require the incumbent to carry a cell phone and be on call 24 hours a day, seven days a week on a rotational basis, based on the needs of the organization.
  • Incumbents of SHARP positions must complete all required training, obtain certification, and be placed on appointment orders prior to having any victim contact or access to victim information.
  • The duties of this position require background checks to be conducted against all records as required by law, OPM, DoD, and Army policy and regulation.
  • This position requires the incumbent to submit to a State Criminal History Repository (SCHR) Check for all states of residence in the previous five and/or up to ten years.
  • This position requires the incumbent to have one of the following certifications: Prevention Coordinator (PC), Employee Assistance Program (EAP) Coordinator, or Sexual Assault Advocate Certification.

Qualifications

(1) Position may be filled as a temporary promotion or temporary reassignment NTE 1 year by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years and may be made permanent without further competition. (2) Position may be filled as a temporary appointment NTE 1 year, if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years. Additional information about transcripts is in this document. Basic Requirement for ALCOHOL AND DRUG CONTROL PROGRAM SPECIALIST: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: GS-11: Specialized Experience: One year of specialized experience which includes providing education and resources on at least one of these programs: alcohol and drug prevention program, Employee Assistance Program (EAP), and awareness programs such as suicide and sexual assault/harassment; identifying trends in individual's behavior, employee's needs, and work-life balance/wellness; and assisting with curriculum of resources/training on prevention programs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. GS-12: Specialized Experience: One year of specialized experience which includes advising on at least one of these programs: on alcohol and drug prevention services/program, Employee Assistance Program (EAP), and awareness programs such as suicide and sexual assault/harassment; assisting managers on identifying trends in individual's behavior, employee's needs, and work-life balance/wellness; providing education on consultation/solutions to individuals with alcohol, drug related, or other behavioral problems such as substance abuse prevention, sexual assault/harassment, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
