This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA Certain Personnel Workforce for DoD to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This is a Nurse (Occupational Health), GS-0610-11 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Safety Division.

Duties

Serve as the primary Occupational Health Program Manager (OHPM) for the Omaha District’s Occupational Health Program Perform highly specialized assignments of unrelated processes and methods that are complex in nature and significantly difficult and are applicable to civil works, military construction and environmental remediation. Plan, organize, coordinate, and administer the Occupational Health Program (OHP) to comply with applicable USACE, DA, and federal guidelines Establish goals and objectives for evaluating difficult program challenges, changing work procedures, specialized construction and operations activities, and public health considerations. Adapt and modify applicable guidelines, create solutions for complex occupational health problems related to construction, operations, and engineering, based on practical understanding pf Occupational Safety and Health regulations and directives. Advise on the identification and establishment of Similar Exposure Groups (SEG) by working closely with the Industrial Hygienist (IH) and Safety and Occupational Health community. Responsible for operation of the District Nursing Station, providing basic first aid services to USACE employees in the Federal Building.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position meets the criteria for random drug testing under the Department of Army Drug-Free Workplace Program as supplemented by USACE ER 690-1-1218.
  • Incumbent is required to sign a DA Form 5019, Condition of Employment for Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program.
  • This position has a mandatory seasonal influenza vaccination requirement and is, therefore, subject to annual seasonal influenza vaccinations.
  • Must possess or be able to obtain and maintain a CPR Certificate within the first year of assignment.
  • Incumbent is required to wear personal protective equipment and take needed safety precautions during site visits.
  • Incumbent is required to maintain and possess a valid state-issued driver's license.

You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Nurse (Occupational Health): Degree: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. (Note: You must attach a copy of your transcripts.). Licensure: A current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States; and you must have passed the National Council Licensure Examination. Foreign Degree: A degree from a Foreign Nursing School. Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools. Exemption: You are exempt from the basic requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Applicants claiming this exemption must meet the requirement below. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. Active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Education/Experience: A diploma, associate degree, or bachelor's degree in Nursing from a professional nursing program and possession of at least one full year of professional nursing experience (equivalent to the GS-9 grade level or above) which includes: 1) Experience in an occupational health nursing or employee health setting AND 2) Experience with audiogram, spirometry, EKG, and routine laboratory test interpretation AND 3) Experience with development and delivery of health promotion/health education information. AND 4) Familiarity with routine adult vaccination requirements or vaccine program management. OR Education: A PhD or equivalent doctoral degree from a professional nursing educational program or related medical science field. EXEMPTION: You are exempt from the qualification requirements above if you are a current federal employee occupying a position in the 0610 occupational series and have been continuously employed in this occupational series since September 27, 2017 or before. Note: You will be required to provide appropriate documentation to the respective Human Resources Office to validate your status. Completion of all requirements for a doctoral degree (Ph.D. or equivalent) from a professional nursing program OR 3 full years of progressively higher-level graduate education from a professional nursing program
