This position is part of the Warfare Centers Personnel Demonstration Project. The ND-3 pay band encompasses positions equivalent to GS-9 through GS-11; the ND-4 pay band encompasses positions equivalent to GS-12 and GS-13. You will serve as an Engineer in the Undersea Warfare Weapons, Vehicles and Defensive Systems Department; Fleet Support & Systems Assessment Division; Fleet Engineering Branch (Code 8555) of the Naval Undersea Warfare Center Division Newport.

Duties

You will coordinate and conduct MK48 Advanced Capability (ADCAP) Heavyweight Torpedo Fleet Failure Analysis onsite at either NUWC Division Keyport, WA, or Yorktown Naval Weapons Station, Yorktown, VA. You will work directly with the Fleet Failure Analysis team within Code 8555 at NUWC Division Newport to discuss torpedo failures. You will draft Failure Analysis plans for failed torpedoes that are returned to the Intermediate Maintenance Activity (IMA). You will draft and submit weekly Failure Analysis reports to Enterprise personnel to report the status of in-process or completed Heavyweight Torpedo Failure Analysis investigations. You will identify failed components and determine if the failures are hardware failures or process/assembly errors. You will attend IMA production meetings and work with the production manager to schedule testing and disassembly of failed torpedoes. You will conduct hands-on tasking that may require IMA certifications such as MK660 Automatic Test Equipment cable up/disassembly. You will conduct data extraction of Heavyweight Torpedo data and perform data analysis on the extracted data to support various failure analysis investigations. You will provide mechanical/electronic engineering expertise toward the resolution of MK48 Heavyweight Torpedo issues to include root cause analysis of in-process failures. You will support Heavyweight Torpedo reliability and maintainability improvement processes and review or submit Heavyweight Torpedo Requests for Problem Resolution related to failure analysis tasking. You will support enterprise-wide review of trends, root cause identification and corrective action implementation. You will assist the IMA as needed to investigate and help resolve in-process failures that occur.

• You will be required to be enrolled in the Explosive Qualification Certification Program.
• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.

This is an interdisciplinary position and may be filled by a Mechanical Engineer (0830-series) or an Electronics Engineer (0855-series) depending upon the qualifications of the candidate. Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

TO QUALIFY FOR ND-3: Education may be substituted for specialized experience as follows:

• A master's or equivalent graduate degree; OR
• Two full years of progressively higher level graduate education leading to a master's or equivalent graduate degree; OR
• A combination of experience and graduate education as described above that equates to one year of experience.
