The primary purpose of this position is to assist the Child Development Director in long-range and day-to-day administration of a comprehensive Child Development Program. Assist with supervision of the Child Development Centers, which provide quality appropriate specialized developmental childcare and instruction for children ages 6 weeks to 5 years of age.

Duties

Performs supervisory duties for the Child Development Center. Assists the Child Development Center Director in the daily administration of the center. Performs administrative duties in support of the center programs and assists the Director. Assists with the USDA food program. Assists the Director in maintaining a financially viable program and in the preparation of yearly budgets, long-range budgets, construction projects, etc. Ensures the implementation of Individuals with Disabilities Education Act and any other Laws and/or directives pertaining to the special needs of children in all Family Member Programs Flight.

  • This is a Supervisory Position. A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • This position has been identified as having "regular contact with children." IAW Public Law 101-647 Section 231, a State Criminal History Repository (SCHR) check will be completed on any person selected for this position.
  • Must satisfactorily complete a physical examination and get or have immunizations required by the medical advisor.
  • Must be able to obtain a Food Handler's Certificate and satisfactorily complete installation, state, and national criminal history background checks.
  • It is highly desirable that the incumbent possesses maturity and judgment and be capable of handling emergency situations common in dealing with young children. Incumbent must possess a four-year degree (cont'd)
  • (cont) in early childhood education, child development, or other directly related field including education, etc. from an accredited college or university.
  • Maintains working relationships with professional organizations and educational instructions to gain knowledge, which will improve the program and promote good community relations.
  • Must complete additional training requirements including CPR and First Aid, and remain current during time of employment. Must complete all medical requirements. (cont'd)
  • (cont) Training may be conducted during evening and weekends, which requires uncommon tour of duty.
  • IAW SA-2020-25 this position requires a physical/medical examination. The work involves walking and sitting. There is some standing, bending, and lifting of children as necessary up to 40 lbs.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) that included or was supplemented by major study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or other fields appropriate to the position to be filled. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION -- courses equivalent to a major in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. NOTE: You must submit a copy of your transcripts. AND In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems which includes managing an entire cycle of operation of an early childhood program, including budgeting; facility management; supply management; program development; implementation; selection, training, and supervision of personnel; and curriculum oversight. Examples of specialized experience must have been in group child care or other work that demonstrates the ability to: 1) Manage the operation of a child care center. 2) Select, train, and supervise child care and preschool employees, family child care providers, or other care-giving adults. 3) Develop and implement child development programs, including family day care programs, part-day preschool programs, and before and after school programs. 4) Work with individuals and groups to solve complex problems related to the care and education of children. OR EDUCATION: Successful completion of a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to a master's degree in a field which demonstrates the knowledge, skills and abilities necessary to perform the work of the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to quality for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the principles and practices of early childhood programs. 2. Ability to execute applicable resource management practices and policies. 3. Ability to execute programs to include food service, child development, and special programs. 4. Knowledge of communication skills, to include oral and written communication styles. 5. Knowledge of and ability to apply Air Force Child Development regulations and policies, NAEYC standards, and DoDI 6060.2. 6. Ability to independently carry out assignments, direct the work of others, resolve conflicts that arise and coordinate work with others. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
