This position is located at the Edward Hines Jr. VA Hospital, Hines, IL., a Level 1a Complexity VHA
facility and is organizationally aligned under the Research & Development (R&D) Service. The purpose of
the position is to collaborate with the Associate Chief of Staff for R&D as a first-level supervisor responsible for planning, developing, and directing the administrative activities of a large and complex R&D Program.
Duties

Major duties and responsibilities include but are not limited to:
Program Management/Strategic Planning
Assists the ACOS/R&D in overall strategic leadership, planning, direction, and coordination of all activity within the program. Managerial functions include research program planning, development and evaluation, resource management and supervision in accordance with VHA policies and ORD goals.
Supervision and Personnel Management
Assumes direct supervisory authority over all R&D Service administrative personnel. Direct reports to the AO/R&D include 10 VA administrative employees with specialized expertise in compliance, fiscal, HR, grants administration ranging from GS-12 to GS-5 and 3 administrative personnel (GS-11 equivalent) supported by Intergovernmental Personnel Agreements.
Administrative Management
Provides for the overall administrative management of the diverse functions of Research Service. These functions include activities that support programs in human subject's research, animal research, basic biomedical research, rehabilitation research, clinical trials research.
Budget/Fiscal and Facility Management
The position is responsible to the ACOS for R&D in the development and execution of the budget and serves as his/her liaison to VA ORD in fiscal matters. Oversees budget formulation, justification, execution, and financial reporting.
Work Schedule: Monday - Friday, 7:30am - 4:00pm

Qualifications
To qualify for this position, you must meet the following requirement:
Specialized Experience: One (1) year of specialized experience equivalent to the next lower grade level, GS-12 of Federal Service. Qualifying specialized experience includes experience with personnel and budgetary management of a healthcare/medical research program; ensuring programs are compliant with regulations; developing detailed policies and standard operating procedures; and experience attracting and retaining staff for a healthcare/medical research program.
