The incumbent serves as a Procurement Analyst providing oversight to DOL personnel managing acquisitions and grants by researching applicable laws and regulations, updating acquisition policy and procedures, creating, and providing training, making recommendations to the Senior Procurement Executive and/or Chief Acquisition Officer on acquisition related issues, and discussing acquisition related issues with other Federal agency personnel.
This position is inside the bargaining unit.
Duties
Major duties for this position include, but are not limited to:
Develops and reviews DOL Acquisition Regulation (DOLAR) and other acquisition and grant policies, Department of Labor Manual Series (DLMS) sections, and other policy and procedural issuances, and public information brochures to support adherence and effectiveness in all aspects of acquisition and assistance programs within DOL.
Provides technical assistance in the acquisition/grant areas by reviewing activities, answering acquisition/policy related questions serving as a Subject Matter Expert (SME), or offering solutions to problems encountered within DOL acquisition and program offices.
Develops techniques for measuring the effectiveness of DOL acquisition and grant operations by reviewing contract and grant operations.
Develops and modifies procedures in procurement to take advantage of changes in technology and improve customer service.
Coordinates with acquisition program leadership and takes steps to implement recommendations and develops standard operating procedures.
Serves in a liaison capacity on intra-department and inter-department committees
and/or working groups, as required, to collaborate on procurement issues.
Ensures that DOL acquisition Regulations, procedures, and policies are consistent throughout the Department by, performing liaison functions between the OASAM, the Office of the Solicitor, Office of the Secretary, and DOL Agencies with delegated procurement responsibilities.

Qualifications
BASIC REQUIREMENTS
A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver.
For GS-14, Applicants must have at least 4-years experience in contracting or related positions. At least 52 weeks of that experience must have been specialized experience at or equivalent to work at the next lower level of this position, and must have provided the knowledge, skills, and abilities to perform successfully the work of this position.
For GS-14, applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Specialized experience to qualify for GS-14 is defined as experience that demonstrates research of applicable laws and regulations, knowledge of acquisitions policy guidance, reporting and analysis, drafting and interpreting procurement policies and procedures, providing training and making recommendations to leadership and discussing procurement related issues. Examples of this experience must include:
Leading a team to develop procurement regulations, policies, procedures (including Standard Operating Procedures), templates, guidance and best practices, for implementation across the Department.
Provides oversight of procurement management and operations and manages workload of team members.
Represents the Department authoritatively on selected procurement issues internally and externally in high level venues.
Reviews and analyzes data extracted from various reporting systems and communicates results.
Develops baseline performance measures for the acquisition system.
Develops new methods, approaches, or procedures used by other contracting personnel in solving procurement problems.
Demonstrated knowledge and understanding of analytical and evaluative methods, information gathering, documentation, and problem identification techniques.
Reviews proposed acquisition strategies for accuracy and Federal procurement policy, regulation, statutes, and guidance compliance.
Develops and trains, guidance or briefing material for the acquisition community.
The incumbent is required to be certified in the contracting career field as defined in the Federal Acquisition Certification for Contracting (FAC-COR). FAC-COR Level III certification must be completed and maintained within established guidelines; the incumbent may be removed from this position if certification requirements are not maintained.
