The Psychologist Associate Chief is responsible for overseeing safety activities within the hospital, working independently in providing leadership and guidance to develop, implement, refine, and maintain a comprehensive program at the health system level to evaluate the quality of patient care, improve the quality of patient care, evaluate the appropriateness and timeliness of services, and meet all accreditation standards or other requirements.

Duties

Duties and responsibilities include, but are not limited to: Assists the Chief of QSV in developing health system safety goals and objectives in clinical care. b Assists Chief of QSV in development, approval, and implementation of policies and procedures that support clinical safety. Participates in collaborative interdisciplinary practice through active involvement in hospital committees (including Medical Services, Patient Safety, etc.). Coordinates interdepartmental and intradepartmental clinical safety activities. Oversees the clinical safety program, including Root-Cause Analysis (RCA) of significant events, sentinel events and in clinical care. Examines system failures and human factors contributing to potential or actual harm. Identifies the extent of the health system's adherence to published best practices and guidelines relevant to clinical safety and identifies opportunities for proactive changes in the clinical care system suggested by published events or recommendations focused on clinical safety. Supervises programs within QSV and their employees, ensuring compliance with program requirements. Ensures compliance with inspections and institutes policies and practices that promote compliance and address specific areas of risk associated with non-compliance. Ensures development and implementation of regular, effective education and training for all staff on issues related to clinical safety. Establishes a mechanism for documentation and tracking of compliance-related training to ensure data is captured accurately and timely. Qualifications

Basic Requirements: Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA), the Psychological Clinical Science Accreditation System (PCSAS), or the Canadian Psychological Association (CPA) at the time the program was completed. The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed. For the purpose of meeting this requirement, the term "specialty area" refers to the specific specialty areas recognized by the accrediting body and not to specific job duties that might require special skills. Currently, APA accredits doctoral programs in the specialty areas of clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas. PCSAS accredits doctoral programs in psychological clinical science. CPA accredits doctoral programs in clinical psychology, counseling psychology, clinical neuropsychology, and school psychology. OR Have a doctoral degree in any area of psychology and, in addition, successfully complete a respecialization program (including documentation of an approved internship completed as part of the respecialization program) meeting both of the following conditions: (a) The re-specialization program must be completed in an APA or a CPA accredited doctoral program; and, VA HANDBOOK 5005/103 FEBRUARY 7, 2018 PART II APPENDIX G18 II-G18-2 (b) the specialty in which the applicant is retrained must be consistent with the assignment for which the applicant is to be employed. NOTE: The applicant must provide an official transcript and/or certificate documenting the completion of the re-specialization program, which includes completion of an APA or CPA internship. Psychologists who have successfully completed a re-specialization program as described above and who were employed by the Department of Veterans Affairs prior to the implementation of this standard are considered to have fully met the educational requirements of these qualification standards. OR Have a doctoral degree awarded between 1951 and 1978 from a regionally-accredited institution, with a dissertation primarily psychological in nature. Internships: Have successfully completed a professional psychology internship training program that was accredited by APA or CPA at the time the program was completed and that is consistent with the assignment for which the applicant is to be employed. OR New VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Office of Academic Affiliations at the time that the individual was an intern; OR VHA facilities that offered full-time, one-year pre-doctoral internships prior to PL 96-151 (pre1979) are considered to be acceptable in fulfillment of the internship requirement; OR Applicants who completed an internship that was not accredited by APA or CPA at the time the program was completed may be considered eligible for hire only if they are currently board certified by the American Board of Professional Psychology in a specialty area that is consistent with the assignment for which the applicant is to be employed. NOTE: Once board certified, the employee is required to maintain board certification. OR Applicants who have a doctoral degree awarded between 1951 and 1978 from a regionally accredited institution with a dissertation primarily psychological in nature may fulfill this internship Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria. Preferred Experience: Previous Supervisory Experience. Experience managing large-scale multi-disciplinary projects. Experience in quality, safety, and value or quality and patient safety, metrics, measures, process improvement, Grade Determinations: In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Examples of specialized experience includes but not limited to designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments, helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas performing physical assessments and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy. The position is above full performance level, GS- 14.Physical Requirements: Light carrying (under 15 pounds), pushing (2 hours), reaching above shoulder, use of fingers, hands required, walking/standing (8 hours), climbing (legs only .5 hours), Near vision correctable at 13" to 16" to Jaeger 1 to 4, 20/50 or better vision in one eye, ability to distinguish colors and shades of colors, hearing (aid permitted), able to hear conversation voice (aid permitted), read printer material without strain (glasses permitted), mental and emotional stability. Environmental factors include working closely with others, working alone, and protracted/irregular hours of work. (See VA Directive and Handbook 5019, Employee Occupational Health Services).

There are no job assignments in VHA that require the skills of a school psychologist; therefore, an applicant with a degree in the specialty area of school psychology is not eligible for appointment. Strictly for the purpose of determining eligibility for appointment as a psychologist in VHA, there is no distinction between the specialty areas (with the exception of school psychology).
