The Associate Chief for Quality, Safety, and Value (QSV) is responsible for medication safety activities for the Pharmacy Service which includes providing leadership and guidance to develop, implement, refine and maintain a comprehensive program at the health system level to evaluate the quality of patient care, improve the quality of patient care, evaluate the appropriateness, and timeliness of services, and meet all accreditation standards or other requirements.
Duties
Duties and responsibilities include, but are not limited to:
Serves as liaison between the Pharmacy Service and VISN/National VA Pharmacy Council and OEHRM/OFC for the purpose of coordinating EMR implementation, support, and sustainment.
Manages EHR related troubleshooting and supports Pharmacy personnel with EHR problem resolution and provides strategic direction for the EHR implementation and sustainment, serving as a single nexus point for communication within and outside the service
Supervises an EHRM Solution Consultant, pharmacy informatics, medication safety program managers, and procurement supervisor.
Provides administrative, technical, analytical, and automated data processing (ADP) support to the Pharmacy Service, participates in Pharmacy Service information management decisions and policy design, and submits annual informatics requests as indicated.
Makes recommendations for configuration changes to hardware and software to meet evolving and complex computerized initiatives and Pharmacy Service needs, serves as the coordinator to ensure that systems are fully integrated, resources are utilized effectively and efficiently, objectives are met, and patient safety remains a priority.
Serves as a liaison between the Pharmacy Service and OI&T, Clinical Informatics, and ADP coordinators from other services. Represents Pharmacy Service on Committees and workgroups as assigned by the Chief.
Serves as the coordinator for the implementation and verification of new packages, program development, enhancement, troubleshooting, and problem prevention related to the Pharmacy Service. Serves as the liaison to other services on issues related to all pharmacy packages, to include the new EHR system.
Serves as a member of local and VISN EHRM/informatics groups, and National pharmacy informatics as applicable.
Works in concert with appropriate personnel with OI&T or Informatics staff to develop EHR solutions to operational problems. When the desired functionality is beyond the jurisdiction of local expertise, initiated the appropriate reports to request functionality at the national level.
Actively manages the EHR ordering menus to guide intuitive, safe, effective, and cost-conscious ordering of pharmaceutical products consistent with the VA National Formulary and nation, VISN, and local initiatives.
Designs computerized files, templates, and databases to obtain automated clinical and administrative data used by Pharmacy Service to produce clinical and managerial reports. Provides data upon request.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. OR Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Preferred Experience:
Previous Supervisory Experience.
Experience managing large-scale multi-disciplinary projects.

Grade Determinations: In addition to the GS-13 requirements, must have 1 year of experience equivalent to the next lower grade level. Examples of specialized experience includes but not limited to designing, implementing, assessing, monitoring and documenting therapeutic plans utilizing the most effective, least toxic and most economical medication treatments, helping achieve positive patient centric outcomes through direct and indirect interactions with patients, providers, and interdisciplinary teams in assigned areas performing physical assessments and ordering laboratory and other tests to help determine efficacy and toxicity of medication therapy.

The position is above full performance level, GS- 14.Physical Requirements: Light carrying (under 15 pounds), pushing (2 hours), reaching above shoulder, use of fingers, hands required, walking/standing (8 hours), climbing (legs only .5 hours), Near vision correctable at 13" to 16" to Jaeger 1 to 4, 20/50 or better vision in one eye, ability to distinguish colors and shades of colors, hearing (aid permitted), able to hear conversation voice (aid permitted), read printer material without strain (glasses permitted), mental and emotional stability. Education
