Duties

This position is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement, Pacific Outer Continental Shelf (OCS) Region, Office of Strategic Operations, Camarillo, CA. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Conducts technical, regulatory, and safety reviews of oil and gas operators' submittals for electrical systems. Assesses submittals for adequacy and compliance with applicable regulations. Advises applicants of needed revisions and prepares comments and recommendations for review/approval by the supervisor. 2. Conducts engineering analysis and evaluation of OCS platform electrical systems including area classifications, generation, transmission, and distribution systems; switching procedures; operator policies and work practices; human factors, utilizing equipment design, sizing and installation; protective device coordination; fault analysis; power factor connection; and hazards involved, to determine compliance with regulations and incorporated industry recommended practices; and, to identify any improvements which can be implemented, and prepares detailed engineering reports of his/her analysis. 3. Reviews and analyzes inspection reports prepared by others to compile statistics and trends of electrical systems' inspection results to identify areas that may need closer study. 4. Provides electrical engineering expertise as a member of committees or task forces organized to draft proposed revisions to OCS regulations or to formulate policy to deal with operational problem areas. 5. Independently conducts electrical inspections on OCS platforms, including facilities with known safety and environmental problems or hazards. 6. Independently, or as a team leader, conducts in-depth and complex inspections for high risk or unique problem sites involving hazardous operations; newly introduced, innovative components; high-technology systems with little or no experience data; documented environmental or safety violations; or unique problems that require new inspection procedures. Prepares inspection plans or strategies for detailed or focused inspections of OCS facilities. Coordinates inspections strategies with the Compliance Section, Office of Field Operations. 7. Provides technical expertise in the development of inspection strategies of offshore electrical systems, especially those with a record of persistent safety violations, a high incidence of safety/environmental violations, or new, modified, and advanced facilities, systems or components with no inspection precedents. 8. Participates in investigations of accidents involving offshore facilities, including those of a major, unusual, or unprecedented nature, or where guidelines have little applicability and decisions are largely based on experienced judgment. Participates in analysis of offshore incidents including identification of the root causes and procedural changes to prevent recurrence. 9. Prepares written reports for inspection and accident investigations including detailed reports with advanced electrical engineering analysis with diagrams, statistics, and narratives of special or technical investigations. BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Range Information: GS-13: ($120,246 - $156,323) per annum. First time hires to the federal government typically start at the beginning salary in the range for their respective grade level. This vacancy may be used to fill additional positions as vacancies become available. This vacancy is also announced as BSEE-EEPP-24-JB-077(MP) for those applicants who wish to apply and be considered under Merit Promotion procedures.

Qualifications

Minimum Qualification Requirements: To qualify for this position you must meet the Basic Educational Requirements AND Specialized Experience for the series/grade to which you are applying. Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: Degree: Professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure 2. Written Test 3. Specified academic courses 4. AND Specialized Experience: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Evaluating technical plans/design and assessing compliance with or derived from established standards or guidelines. 2) Providing electrical engineering analysis to facility design that ensures integration of systems to maximize worker safety; AND 3) Conducting monitoring to assess compliance with all electrical safety, and regulatory requirements and conditions of approval for individual projects and activities Must Meet All.
