This position is in the Department of Labor, Employment and Training Administration, Office of Job Corps (OJC), Division of Policy, Coordination, and Planning (DPCP). This position, Division Chief of DPCP, is located in the national office, and reports to the Deputy Administrator for National Operations. This position is outside the bargaining unit.

Duties

Duties for this position are listed below:. Evaluates, recommends, and facilitates implementation of new regulation and policy approaches and alternatives to address current or anticipated workforce development needs. Prepares and coordinates the clearance or approval of required congressional, US Government Accountability Office and Office of Inspector General (GAO/OIG), and other program performance reports for internal and external stakeholders. Provides authoritative advice and consultation to program officials and customers related to Workforce Innovation and Opportunity Act (WIOA) regulation and agency/Job Corps policies, guidance, and procedures. Brings the voice of customers, stakeholders, and partners into the organization in assessing the direct and significant impact of services provided on other functions and activities throughout the agency. Advises Administrator and/or Office Director and leads strategic planning, policy development, program operation and performance accountability for the development and administration of a national workforce investment system. Strategically manages resources and staff of the division to ensure high performance, greater public accountability, quality service, and customer satisfaction. Fosters an inclusive workplace where diversity and individual differences are valued and leveraged to achieve the vision and mission of the organization. Facilitates cooperation and motivates team members to accomplish group goals, along with negotiating acceptable agreements to resolve conflicts and controversial disputes. Coordinates and draft budget justification based on policy and program initiatives. Ensuring the strategic plan, mission, vision, and values are communicated to subordinates and integrated into the team's strategies, goals, objectives, work plans, products, and services.

Requirements

  • Requires a supervisory probationary period if the requirement has not been met.

Qualifications

For GS-15: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-14 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular competencies or knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level of GS-14. Qualifying specialized experience includes ALL of the below statements: Demonstrated knowledge and experience in applying the provisions of Federal workforce development and training programs, preferably those administered under the Workforce Innovation and Opportunity Act (WIOA). Experience planning, developing, and conducting policy analysis, and preparing required reports of program and/or organization performance at the senior leadership level. Coordinates the preparation and processing of high priority legislative documents and reports concerning policy and regulations. Experience advising and assisting senior management on strategic planning, policy development, program operation, and performance accountability.

There is no education substitution at the GS-15 level.
