Social Work services provide help to veterans and their families in resolving the psychosocial, emotional and economic problems associated with the stresses of illness. The Inpatient Medical and ED Supervisory Social Worker will function in both a clinical and administrative capacity. The incumbent will provide 40% direct social work services to Veterans and provide 60% administrative oversight to those Inpatient Medical and ED social workers. Direct Patient Care Duties: Incumbent provides direct care services as needed. Provides independent and expert clinical psychosocial and case management services in a specialized area of practice to Veterans who tend to have serious and severe crises, may lack any familial and community support, may be poor self-monitors, may frequently fail to comply with instructions or treatment, or may have major deficits in coping skills and require continuing professional psychological support. Provides short-term crisis intervention counseling for patient/family as needed and is the Mental Health/Addiction point of contact and completes 201/302/303 MH commitment forms for clinical assignment. Independently conducts psychosocial assessments as appropriate for treatment planning and conducts assessments to highlight the Veteran's strengths, limitations, internal and external supports, and service needs in order to optimize functional status. Coordinates community-based services, including information and referral for additional services from other VA programs, other government programs, and community agency programs. The incumbent provides education to community care partners regarding general VA benefits and services during care coordination for Veterans. The incumbent manages assigned patient care duties as directed, completing clinical notes and encounters in a timely manner as defined by local and national documentation guidelines. Intervenes with appropriate individuals, departments, agencies regarding delays in service that have an impact on quality of patient care, length of stay or inappropriate patient admissions. Works in collaboration with assigned nurse case manager when appropriate. Supervisory Duties: Performs the administrative and personnel management function relative to staff supervised. Performs program coordination duties as appropriate and/or requested by Social Work Program Manager. Provides supervision for licensure. The incumbent represents the program in contacts with other agencies and the public. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Current state requirements may be found by going to http://vaww.va.gov/OHRM/T38Hybrid/. Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for licensure/certification examinations. This exception only applies at the GS-9 grade level. For the GS-11 grade level and above, the candidate must be licensed or certified. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Education and Experience. One year of experience equivalent to the GS-11 grade level. Experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Candidate may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: Ability to independently organize work, set priorities, and meet multiple deadlines. Knowledge of supervisory duties which includes clinical supervision, consultation, negotiation with other departments and quality improvement. Ability to ensure provision of clinical social work services. Ability to provide staff training and development. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. At the GS-12 grade level, supervisory social workers typically have significant personnel management responsibilities for a small to moderate sized professional and non-professional staff, including support staff and professional staff at the GS-12 grade level and below. The supervisory social worker is responsible for the professional and administrative management of an area in a social work service, in a care/product line, or multiple facilities. They provide direct clinical services with or without program coordination responsibilities. Preferred Experience: One year Social Worker experience within Emergency Department preferred and/or One year Social Worker experience within Acute Care experiencepreferred and/or One year supervisory experience preferred References: VA Handbook 5005/120, Part II, Appendix G39. This can be found in the local Human Resources Office. The full performance level of this vacancy is GS-12. Physical Requirements: See VA Directive and Handbook 5019, Employee Occupational Health Services. Traveling throughout the medical center and the community as required, performing activities involving sitting, walking, and standing, bending and carrying such items as books, papers, and files.
