Provide administrative support to the Superintendent and staff, on the practical and clerical aspects of office administration, to include human resources, budget, acquisition and property management, and other administrative support services, and to perform staff support work in each of these areas.

Duties

Human Resources: Serves as the primary point of contact to the SHRO; supports supervisors in hiring and other matters related to personnel management; functions as the primary time-keeper for the park. Property Management: Serves as the property clerk; performs supply functions, including ordering and receiving supplies and equipment; assures property is properly marked as government and enters and tracks acquisitions, transfers, and disposals. Office Management: Manages files and office records, both physical and electronic; routes outgoing and incoming mail; prepares, tracks and sends letters of correspondence and other documents on behalf of the Superintendent and other park managers; answers telephone and provides information and assistance to visitors as needed. Travel Management: Coordinates and implements travel authorizations and processing of travel vouchers utilizing Concur or other appropriate technology for park personnel; provides advice and guidance to travelers to ensure adherence to government travel regulations. Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-01/12/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience. SELECTIVE FACTOR: Proficiency Requirement - Typing - This position performs typing and word processing, and the ability to type 40 words per minute (based on a five-minute sample with three or fewer errors) is required. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position. - AND - To qualify for this position at the GS-05 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience may include but is not limited to, knowledge of maintaining a filing system both electronic and hard copy, the use of computers to develop correspondence, memos, forms and other standardized documents, validating employee time and attendance, the administrative processes and procedures in travel, assisting in preparing human resources paperwork, and knowledge of commonly used software including word processing. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least four years of education above high school (120 semester hours or 180 quarter hours) leading to a bachelor's degree. (This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college, or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours in a college or university, or at least 20 hours of classroom instruction per week for 36 weeks in a business, secretarial, or technical school). You must include transcripts. -OR- Successful completion of a combination of education and experience as described above.NOTE: Only education in excess of the first 60 semester hours of a course of study leading to a bachelor's degree is creditable toward meeting the specialized experience requirements. Two full academic years of study, or 60 semester hours, beyond the second year is equivalent to 1 year of specialized experience. For example, I have 6 months of the specialized experience described in A above (50% of the experience requirement), and 3 years of college study from an accredited institution (50% of the qualifying education) which included at least 12 semester hours of related coursework as specified in B above (50% of the related coursework required). The total must equal at least 100 percent to qualify. You must include transcripts. To qualify for this position at the GS-06 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience for this position include: performing routine supply functions, including tracking inventory and ordering; verifying expenditures and reconciling accounts; preparing and tracking travel authorizations and vouchers; validating employee time and attendance; coordinating incoming and outgoing shipments and mail; managing electronic and physical files; preparing human resource employment paperwork and orienting new employees; and/or providing a wide variety of administrative support services to enable efficient operation of a business or program office or visitor center. You must include hours per week worked. To qualify for this position at the GS-07 grade level, you must possess the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (obtained in either the public or private sectors). Examples of specialized experience for this position include: coordinating travel arrangements for senior personnel, preparing and tracking travel authorizations and vouchers using Concur or other appropriate technology; validating employee time and attendance; coordinating incoming and outgoing shipments and mail; performing routine supply functions, including tracking inventory and ordering; verifying expenditures and reconciling accounts; marking, inventorying, and tracking high value property; preparing human resource employment paperwork, orienting new employees, and providing training to hiring officials on HR processes and procedures; managing electronic and physical files in a complex office environment; and/or providing a wide variety of administrative support services to enable efficient operation of a business or program office or visitor center. Graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
