Duties
Serves as the supervisor for the nationwide Labor Relations (LR) program within the Bureau of Prisons (BOP). Assists with conducting periodic meetings between national level management representatives and the Council of Prison Locals’ Executive Board for purposes of ongoing LR and communications in the administration of the Master Agreement and all agency policies, agreements, and understandings. Monitors the training, advisory, and advocacy services of LR for consistency and quality control. Services as a speaker for conferences of prison administrators to inform them of the status of labor relations issues. Prepares Bureau responses to proposed change in Office of Personnel Management (OPM) rules and regulations.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position.
Experience: Experience must have also demonstrated the ability to perform supervisory or administrative duties successfully. This includes (1) understanding the problems of custody, treatment, training, and release of inmates of penal or correctional institutions; (2) a thorough and comprehensive knowledge of an institution's internal policies, programs, regulations, and procedures; and (3) training subordinates, coordinating and directing activities and functions, evaluating performance of operations and the effectiveness of programs, and maintaining high standards or work objectives. This experience must have been gained in an administrative position, or in other positions that included the successful direction, or assistance in the direction of, an entire correctional program or a major phase of such a program. Some examples of this qualifying experience are:
Experience which demonstrates comprehensive knowledge of employee relations and security, labor management practices and regulations, and disciplinary and adverse actions.
Experience representing management during administrative hearings involving disciplinary and adverse actions, employee and union grievances and disputes regarding the local or national labor agreement.
Experience facilitating training programs relating to labor relations, employee discipline, and conflict resolution to management and supervisors.
