Duties

This is an open continuous announcement. Applicant lists may be pulled every 3-4 weeks for the opening period of this announcement period. As a BUDGET ANALYST you will be responsible for the following duties: Perform work in any of the phases or systems of budget administration, to include formulation of budget and cost estimates to support plans, programs, and activities. Assist with budgetary, finance and accounting, management analysis of expenditures to ensure propriety and compliance with financial, fiscal, and auditing directives. Coordinate and assist with the development of the final budget and program products for moderately complex projects and with the resolution of controversial issues by working in close coordination with analysts and functional area subject matter experts (SMEs). Review program requirements and assist in the development/review of spend plans for accuracy and completeness. Assist in the identification of resource trade-offs within and among competing programs, and provide budget lead with recommendations for resource alternatives. Review funding documentation for accuracy and compliance with applicable organizational policies and instructions.

Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume. Specialized experience required for this position is: Familiarity with cost estimating, budgeting, financial management, and governmental program accounting; Utilizing the U.S. Code of Federal Regulation for the administrative control of funds to prevent misuse of congressionally appropriated funds; Assisting in the federal budget process to formulate budge estimates, develop and consolidate, or to edit budget justifications and reports; Researching a wide range of financial, management, accounting, and budget concepts, principles and practices; and Utilizing industry-standard financial accounting systems in order to reconcile records of commitments, obligations and expenditures. Specifically you will be evaluated on the following competencies: 1. Communication: Skill in effective communication, orally and in writing, to prepare, present and explain complex data, information, recommendations and findings. 2. Concepts, Policies, and Principles of Budget: Apply the DoD Planning, Programming, Budgeting and Execution (PPBE), fiscal law, policies, regulations, principles, standards and procedures to financial management activities. 3. Financial Stewardship: Manage, allocate and monitor financial resources in compliance with laws, regulations, and policies, with sufficient transparency and appropriate internal controls to ensure these resources are efficiently applied to meet organizational goals and objectives, while considering the Federal Government's fiduciary duty to the Nation. This position is Defense Acquisition Workforce Improvement Act (DAWIA): Acquisition Category K- Business - Financial Management and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Financial Certification Requirements: Employees are allotted 2 years in which to achieve the Financial Management Level III certification requirements in accordance with DoD Directive 5118.03 and section 1599d of Title 10, United States Code. Once certified, members of the Financial Management workforce have a continuing requirement for professional education and training in order to maintain and improve their Financial Management proficiency and skills.
