This position is located at Joint Expeditionary Base Little Creek & Ft. Story, within the Fleet & Family Readiness Department, Fleet Readiness, Recreation Program, Virginia Beach, VA. The purpose of this position is to manage the daily operation of the Bowling Center facilities and Movie Theater for the military community. The position is OPEN TO INTERNAL EMPLOYEES ONLY!!
Duties
Supervisory Work:
The incumbent plans, supervises, administers and carries out the work of the unit, establishes procedures, and makes recommendations to the Operations Manager on ways or methods to improve quality and service. The incumbent is responsible for making informal recommendations concerning such personnel matters as staffing needs, promotions, reassignments, or other status changes affecting assigned personnel. Approves leave, directs on-the-job training to develop employee skills, advises employees of performance requirements and their progress in meeting those requirements, discusses corrective measures to improve performance and prepares formal performance appraisals. Resolves informal employee complaints, provides general explanation of the nature and basis for personnel policies and procedures. Maintains effective employee and management communications and promotes an equal employment opportunity climate.

Personnel Work
Serves as manager of the Bowling Center & Movie Theater. Develops, administers, plans and procedures and implements to provide widely recognized programs designed to promote the physical and social well-being of the of the military community. Establishes current and long-range program activities taking into consideration the needs and desires of the installation command group mission(s), community usage, budgeting allowance, and existing and projected staff and facilities. Analyzes work requirements and determines staff resources, equipment, and other requirements needed to accomplish the organization mission and recommends adjustments. Plans, directs and manages Bowling Center and Movie Theater recreation programs within the framework of local command policy, guidelines and resources. Evaluates effectiveness of ongoing recreational activities using various survey methodologies. Adapts and varies programs based on patron needs and interests and implements changes when necessary. Reviews and analyzes Bowling and Theater programs to determine where adverse trends are developing and initiates studies to determine causes; takes corrective action as required. Uses information gathered from all sources to experiment with innovative new programs, and to improve; curtail or terminate existing ones.
Directs, monitors, oversees and executes services for the operation of the Bowling Center & Movie Theater. Ensures the economic and efficient operation of the assigned 32 lane bowling center, full snack bar, pro shop, equipment maintenance and repair, and facilities. Ensures the implementation of higher-level directives and regulations. Promotes, schedules, and manages the conduct of tournament, matches, and other special events, and programs necessary resources for the purchase of supplies, equipment and resale merchandise. Liaison with other staff officials that support Center activities, Bowling League participation, marketing, purchasing, etc. Acts on internal and patron problems within established guidelines and with minimal adverse impact on functional programs. In conjunction with other recreation staff, assists in the conduct of activities. Modifies, adapts, expands, or otherwise changes procedures for specific activities as developments require. Oversees the Navy Motion Picture Service (NMPS) operation. Reviews movies shown indicating day, dates and attendance, uploads schedules into the NMPS website, receives delivery of films and responsible for shipping digital prints and trailers back to the studios. Develops standards and techniques for long term programming and marketing of movies. Implements and manages motion picture and promotional programs and reviews.
Prepares financial planning develops and justifies the Bowling Center and Movie Theater annual budget and presents it for approval, prepares and conducts inventories, cost controls, and related records and reports. Reviews and submits Purchase Requests for approval based on program and facility needs for service contracts repairs and maintenance, improvements, supplies, equipment vehicles, tickets specials events, etc: procures these items upon approval by Purchase Order Request.
Performs other duties as assigned.

A qualified candidate possess the following:
Knowledge of the principles and techniques of recreation and the Bowling Center and Movie Theater such as would be gained through a four-year degree in recreation and/or documented broad and comprehensive experience in the field of recreation and in the practical application of such knowledge to ongoing recreation programming.
Documented knowledge, a minimum of four years of experienced, gained through relevant experience with enables the incumbent to competently and independently carry out recreation programs through the proper application of the principles, concepts, and techniques of recreation oriented to the specific needs of the customer base.
Knowledge of the goals, philosophy, principles, techniques and methods of procedures used in organizing, planning, administering, conducting and managing a wide variety of recreation programs and facilities and the skill in the application and utilization of such knowledge in planning and carrying out an enhanced program which meets as fully as possible the needs of the participating community.
Knowledge of the range of activities and services, of participants interests and needs and the methods and processes involved in a typical and self-directed programs, the knowledge of which enables the employee to plan and conduct a variety of activities and services.
Skill in the effective management of the financial and physical resoures of the programs or services.
Excellent written and oral communication skills that enable effective communications with high-ranking military and civilian personnel as well as subordinate personnel and the general public.
High degree of judgment, tact and integrity is required to maintain effective working relationships with all levels and ranks.
Ability to read, interpret and implement policies and procedures established by higher authority and tact and diplomacy in presenting same to staff and patrons.
