This position is with HQ/Energy, Minerals, and Realty Management Directorate (HQ300), Division of Lands, Realty, and Cadastral Survey (HQ350) located in Washington, DC. Duties

Serves as the Chief Cadstral Surveyor for the BLM. Provides national oversight for the BLM's Cadastral Survey Program. This includes advising the Division Chief in the development and implementation of programmatic policies and guidance and conducting internal program reviews. Serves as a cadastral survey land management policy expert for the BLM's Cadastral Survey Program. Serves as the cadastral subject matter expert for policy and cadastral data requirements related to updating title, boundary, and associated geographic information systems to Federal land status systems, including the Mineral and Land Records System. Serves as the principal BLM advisor on cadastral survey issues including Standards for Boundary Evidence, Management of Land Boundary plans, rights-of-way, land tenure activities and other programs with boundary, title and geospatial issues. Serves as the coordinator between the BLM and other international, Federal, State, local, tribal governments and private organizations in the development and implementation of the cadastral survey functions administered by the Federal Government. Supervises a diverse group of staff. Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; gives advice or instruction to subordinates on work and administrative matters. Evaluates the work performance of subordinates; develops performance standards; and identifies developmental and training needs of employees, providing or arranging for needed development or training. Responsible for programming and annual budgeting submissions and ensures program accomplishments are within budget allocations.

Qualifications

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-13 level or higher, that will allow successful performance of the duties of this position. Specialized experience is further defined as: Experience directing and managing staff and the development of regional or local policies, procedures and guidelines for areas of cadastral surveys. Experience assisting in the development of program budgets, policies, procedures and guidance for all aspects of the cadastral survey program. Experience updating regulations, policies, guidance, and procedures for areas of the cadastral survey program. Experience tracking progress and implementation of assigned projects. Experience leading and managing complex cadastral surveys. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.

Education

In addition to the specialized experience requirement, this position has a positive education requirement which requires that you have a degree in land surveying or civil engineering with a surveying option/ emphasis. The civil engineering major must have included at least 6 semester hours of surveying, 3 semester hours of land law, and 21 additional semester hours in any combination of the following: surveying, photogrammetry, geodetic surveying, geodesy, route surveying, remote sensing, cartography, survey astronomy, land information systems, computer-aided mapping, aerial photo interpretation, and survey analysis and adjustments.

Combination of education and experience -- courses equivalent to a major in land surveying or civil engineering as described above, plus appropriate experience or additional education.

Current registration as a land surveyor in a State, territory, or the District of Columbia obtained by written examination. Such registration must have been obtained under conditions outlined in the National Council of Engineering Examiners (NCEE) Unified Model Law for Registration of Surveyors. Applicants wishing to be considered under this provision must show evidence of registration based on successful completion of the written examinations. Registrations granted prior to adoption of a registration law with qualification requirements equivalent to the NCEE Model Law by the State, territory, or District of Columbia are not acceptable under this option. To be considered equivalent to the NCEE Model law, registration laws must include the four options listed within the NCEE Unified Model Law in the section specifying "General Requirements for Registration" as a Professional Land Surveyor.
