his Lead Medical Support Assistant (MSA) position is in the Prosthetics and Sensory Aids Service (Orthotic and Prosthetics Laboratory) of the Central Arkansas Veterans Healthcare System (CAVHS) located in North Little Rock, Arkansas.
Duties
This Lead Medical Support Assistant (LMSA) position is located in the Prosthetics and Sensory Aids Service, in the Orthotic and Prosthetics Laboratory (O&P Lab) of the Central Arkansas Veterans Healthcare System (CAVHS) in North Little Rock, Arkansas. The O&P Lab is accredited with the American Board for Certification in Orthotics Prosthetics and Pedorthics. CAVHS is a two-division medical center with medical, surgical, psychiatric and rehab inpatients and a large outpatient program.
The duties of the Lead Medical Support Assistant include but are not limited to:
Reviewing the electronic consults received for the Orthotics and Prosthetics clinic.
Interpreting policy and regulations to determine eligibility for prosthetic/orthotic devices.
Assigning the consults to clinic practitioners, as appropriate.
Entering the correct Healthcare Common Procedure Code (HCPC).
Providing guidance and technical direction to the Medical Support Assistants (MSAs) for scheduling Veterans' appointments in the different orthotic and prosthetics clinics.
Reviewing the consults for community referral and notates consult for location nearest to Veteran's residence.
Forwarding the orders to the Purchasing Agents for procurement.
Receiving and reviewing consults for the Amputee Clinic and the Brace Clinic, communicating with the physician and therapist, assigned to these Specialty Clinics.
Monitoring the workflow of consults to ensure no delays in patient care.
Receiving and reviewing prescriptions from community care providers, and forwards to Community Care Service for electronic submission.
Receiving self-referral requests from Veterans to be scheduled for evaluation in the Amputee Clinic.
Receiving consults or requests for Veterans to be scheduled for evaluation in the Brace Clinic, and forwards to MSAs for scheduling in the clinics.
Facilitating VA Video Connect (VVC) clinic appointments; ensuring the practitioners and Veterans have proper access to join the call.
Assisting, setting up, and delivering the video visits by preparing the equipment for the patient evaluation and/or patient education.
Generating patient workload reports for validation and monitors clinic activity for consistent and accurate reporting.
Interpreting and communicating requirements and changes of VHA Scheduling Directives to the Medical Support Assistants, and the Chief, O&P Lab.
Communicating with community O&P vendors on the behalf of the Chief and O&P Lab to discuss patients, pricing, and any other concerns.
Communicating with purchasing agents, practitioners, and Veterans regarding devices that may be delayed due to supply chain or waiting to be scheduled for a final fitting in the O&P Clinic.
Verifying orders upon delivery to ensure all requested devices have been received.
Reviewing and verifying work orders for VA O&P Lab fabrication
Packaging and mailing devices to Veterans or vendors for fabrication.
Submitting orders through the Remote Order Entry System (ROES) for patient's orthotic devices ordered from the Denver Acquisition and Logistics Center (DALC).
Accessing the FLOW3 system to track artificial limbs and custom orthotics from prescription to final fitting, maintaining an efficient flow of patient care.
Responding to routine inquiries from Veterans and resolving Veteran's complaints and concerns, at the lowest level.
Ensuring timely scheduling of appointments by assigning work and ensuring staffing coverage.
Responding and resolving day to day conflicts by acting as liaison between MSAs and Chief, O&P Lab.
Independently review CAVHS policies and MCMs to update the Service's ABC Standards Binder.
Reviewing ABC accreditation standards and alerts the Supervisor of any updates and required changes in current procedures. Identifies areas of operations that are not in compliance and recommends improvement processes to correct the deficiencies.
Performing audits of Practitioner progress notes to ensure that electronic records contain sufficient information to meet and exceed the ABC compliance standard for Patient Care and Management.
Accesses and analyzes the O&P Data Portal to provide performance related data
to the Chief, O&P Lab.
Tracking data and statistical information in support of the O&P Lab from customer service surveys and patient complaints/compliments and submits report to leadership quarterly. Makes recommendations for process improvements based on the data results, as required in the ABC accreditation standards.
Generating patient workload reports for validation and monitors clinic activity for consistent and accurate reporting.
Work Schedule: 8:00am-4:30pm, Monday - Friday. Hours and days may vary, will be discussed at interview.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and Education. One of the following must be met:
(1) Experience. Six months experience of clerical, office, customer service, or other administrative work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; OR,
(2) Education. One year above high school; OR,
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification. None required.

English Language Proficiency. MSAs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations. Lead Medical Support Assistant, GS-07
(a) Experience. One year of experience equivalent to the GS-06 grade level which includes:
Collaborating with medical clinicians across multiple disciplines, scheduling interdisciplinary appointments, and possessing an advanced knowledge of policies and procedures associated with interdisciplinary coordinated care delivery and/or care in the community
OR providing staff development and training, delegating responsibilities/assigning workload to other staff members, following up on issues, and reviewing and monitoring data to ensure reports are complete and accurate.
(b) Assignment. The Lead MSA is responsible for the coordination of Advanced MSA assignments and workflow found in an interdisciplinary unit. The Lead MSA is responsible for daily workload assessments, assigning work, and assuring proper staffing coverage; evaluating training records; and determining training needs of MSAs to provide support across interdisciplinary settings. The Lead assists the unit with complex and non-standard procedures, including clinical flow processes related to access to care across multiple clinics, specialties, and/or community resources. Assignments at this level include but are not limited to: ensuring accurate and timely scheduling of appointments; providing guidance to staff members, to include changes in policies and procedures; creating and maintaining employee work schedules; and acting as a liaison among Advanced MSA staff, patients, and other interdisciplinary staff to resolve day-to-day conflicts.
(c) Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition, you must demonstrate ALL the following KSAs in your resume:
Advanced knowledge of medical terminology and a wide range of clinical flow processes relating to access to care across multiple clinics, specialties, and/or community resources.
Ability to utilize numerous advanced patient systems in support of multiple clinics in an interdisciplinary setting.
Ability to organize work, set priorities, and delegate tasks/responsibilities in order to meet deadlines.
Skill in communicating with individuals to obtain the desired effect and coordinating with a variety of interdisciplinary care team staff.
Ability to provide staff development and training.
Ability to manage staffing requirements, manage workflow priorities, and adjust the flow of work to meet team and patient needs. This includes the ability to follow-up on pending issues and demonstrate an understanding of the impact of incomplete work across multiple clinics.
