This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will perform as a Regional Economist in conducting socio-economic base studies including land use investigations, and prepares other economic data for use in quantifying economic benefits associated alternative structural and nonstructural water resource measures
Duties
Review navigation studies require an in-depth understanding of the inland waterway system, industry, and computer models which simulate traffic flows and system impacts.
Use of computer technology to calculate economic benefits.
Review socio-economic aspects of reports or regulations prepared by other agencies or Corps' offices.
Conduct or participate in meetings as appropriate within the District or other Federal, State, regional, local, and special interest groups concerning socio-economic matters
Conduct associated modeling (e.g., LifeSim) and perform technical reviews of consequence-related products and facilitates warning and evacuation elicitations in support of dam or levee risk assessments.
Develop scope-of-work for contracted socio-economic studies.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- May be selected at any grade level with non-competitive promotion potential to target grade. Non-competitive promotion potential to the target grade based on time-in-grade requirements and demonstrated ability to perform the higher graded duties.
- This position may require Temporary Duty Travel (TDY).
- TDY travel maybe included as a condition of employment in this position. An estimated percentage of time related to travel should be discussed prior to any recruitment action to ensure this requirement is addressed in the vacancy announcement.

In order to qualify, you must meet the education/and or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education for Economist:
Education: Bachelor's degree (or higher degree) in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. (Note: You must attach a copy of your transcripts with degree date.)
OR
A combination of education and experience which includes courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, and to qualify for this position you must also meet the qualification requirements listed below:
To qualify at the GS-11 grade level, you must have:
Specialized Experience: One year of specialized experience which includes gathering, researching, and reviewing economic
data related to flood risk management, navigation, water supply, and other water resource related efforts; reviewing and looking at economic studies for the feasibility of various alternative plans and suggesting changes; observing computer modeling tools and techniques to analyze and evaluate economic data, quantify project benefits, and support the planning process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09);
OR
Degree: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Economics. (Note: You must attach a copy of your transcripts.)
OR
Have the specialized experience as described above , but less than one year; and I have at least two years of graduate education as described above, but less than the required three years. Have computed the percentage of the requirements that meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
To qualify at the GS-12 grade level, you must have:
Specialized Experience: One year of specialized experience which includes gathering, researching, and analyzing economic data related to flood risk management, navigation, water supply, and other water resource related efforts; conducting economic studies examining the feasibility of various alternative plans and documenting respective findings to support recommendations within the decision document; applying computer modeling tools and techniques to analyze and evaluate economic data, quantify project benefits, and support the planning process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11)
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
