This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: In this position you will serve as the senior staff level coordinator for investigations, analyses and processes pertaining to National Environmental Policy Act (NEPA) compliance for Civil Works water resource projects and programs undertaken by the Portland District.
Duties
Maintain a plan to achieve full District compliance with NEPA requirements.
Prepare categorical exclusions, environmental assessments, and environmental impact statements.
Provide guidance to District project managers on NEPA technical, policy and process matters.
Conduct Quality Control review of NEPA Documents.
Support national and regional review processes by providing expertise to conduct Agency Technical Reviews for NEPA documents.

Basic Requirement for Environmental Scientist:
A. A Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Have a combination of education and experience - Courses equivalent to a major, plus appropriate experience or additional education.
Basic Requirement for Fish Biologist:
A. Must have a bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects.
OR
B. Combination of Education and Experience: A combination of education and experience which includes courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Physical Scientist:
A. A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Have a combination of education and experience, with education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
In addition to meeting the basic requirement(s) above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: (1) preparing Environmental Impact Statements and Records of Decision for water resources development and civil works projects; AND (2) completing complex coordination with tribes, regulatory and cooperating agencies, and stakeholders for complex and controversial projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For the GS-13 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
