THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (CLASS), Position Description Number T5035000 and is part of the Human Resources Office of the Vermont Army National Guard.
The purpose of this position is to provide support for the Air AGR Management and Classification sections.
Duties
1. Assists with qualifying and onboarding members into the AGR program. Assists with researching, reviewing, tracking, coordinating and executing AGR programs, regulations and policies. Acts as a Liaison between National Guard Bureau and Vermont Air National Guard Joint Force Headquarters Human Resource Air AGR Office. Assigned as the AGR Order Specialist within Air National Guard Reserve Order Writing System (AROWS). Audits, maintains and files personal records. Responds to requests for information.
2. Assists with reviewing requests for personnel and position actions for both AGR and Technician positions to determine impact on position classification and position management matters, referring those that are highly complex or controversial in nature to the supervisor for resolution. Coordinates personnel actions with the appropriate HR Specialists, as necessary. Responsible for assisting with maintaining full-time manpower requirements and manning documents for both the Air and Army National Guard. Responsible for input of manpower, AGR and classification related transactions into the automated personnel system. Assists with strength accountability and maintenance of full time manpower and voucher resources assigned and availability.
3. Provides management advisory services. Advises on classification and Air AGR impacts when changing or creating duty assignments. Issues dealt with are usually related to a specific request relating to a single problem in the areas of AGR and classification position management. Ensures position structures achieve the optimum balance between economy, efficiency, skills utilization, and employee development.
4. Responsible for the organizational structures, hierarchy and charts of both the Air and Army National Guard. Ensures positions are aligned in accordance with proper position management guidelines and manpower requirements of an organization. This includes supervisory hierarchy and working with other HR Specialists in regards to Performance Application processes.

Qualifications

Area I: Current On-board Title 5 or Title 32 Dual Status Technicians (Tenure: 1-Career, 2-Conditional, 3-Indefinite or 4-Term ) - Only those current Vermont National Guard employees who are in permanent, indefinite, or term technician status as result of being competitively hired by the Vermont National Guard working at the location specified in job announcement.
Area II: All current Federal Employees from any agency.
Area III: All current and former members of the VTNG.
Area IV: Area IV: United States citizens.

SPECIALIZED EXPERIENCE GS-07: Must have at least one year of specialized experience, equivalent to at least the GS-05 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector but must demonstrate that it is comparable to the GS grade indicated. Specialized experience which includes knowledge researching, reviewing, tracking, coordinating, and executing programs, regulations, and policies. Experience in auditing maintaining and filing personnel records. Ability to respond to request for information. Knowledge on position classification and position management matters, referring those that are highly complex or controversial in nature to the supervisor for resolution. Knowledge on maintaining full-time manpower requirements for both the Air and Army National Guard. Experience ensuring position structures achieve the optimum balance between economy, efficiency, skills utilization, and employee development. Knowledge of the organizational structures of the ARNG and ANG.

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

Bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, education must have been gained in a curriculum that is qualifying for the position to be filled. NOTE: You must submit a copy of official transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of official transcripts.

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of official transcripts.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 Level. For a GS-09 position you must have served 52 weeks at the GS-07 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
