About the Position: Serves as a Senior Program Analyst/Subject Matter Expert (SME) in the Program Controls Section, Programs and Project Management Division (PPMD), responsible for assisting in the direction, formulation, and execution of Task Force Virgin Islands/Puerto Rico (VIPR)'s Civil Works (CW) program with the area of responsibility in the Commonwealth of Puerto Rico and territory of the U.S. Virgin Islands.
Duties
Serves as programmatic advisor to Program Managers (PgM), Project Managers (PM) and other technical chiefs on program policy, funding, cost estimates, scheduling, and manpower.
Responsible for the formulation, justification, and execution, tracking and monitoring of the Civil Works (CW) Mission to comply with and meet commitments to Congress.
Serves as senior appropriations advisor developing project cost estimates, analysis of cost growth, work allowances, direct funds, re-programming actions, commitments, obligations, expenditures, accruals, receiving reports, and project close-outs.
Serves as Task Force VIPR technical lead for Change Control developing and managing project contingency tools, monthly monitoring of project costs, earned value management and development of cost management/growth reporting tools.
Leads in the preparation of VIPR’s annual CW program and budget presentation and defense to the MSC, HQUSACE, OASA (CW), OMB and Congress.
Requirements

Specialized Experience: One year of specialized experience which includes1) providing technical expertise necessary to manage the fiscal functions essential to a Civil Works Program. 2) coordinating directly with program managers and project managers in the presentation of proposed solutions and justification. 3) interpreting and determining impact of pertinent legislation and regulations on Civil Works' programs and projects.. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
