About the Position: The position is in the Office of Counsel with the Omaha District, U.S. Army Corps of Engineers. The incumbent of this position will promote and protect the interests of the government in contract formation, performance, and dispute

Duties

Serve as a senior principal assistant district counsel primarily in charge of contract administration matters. Provide research, analysis, direct counsel, advice and assistance to District officials/staff in promoting and protecting the interests of the government in contract formation, performance, and dispute. Render legal advice on Federal procurement laws , acquisition planning, contract provisions, individual sureties, terminations for default or convenience, performance and procurement fraud based suspensions or debarments, and warranties. Advocate the Government's legal position on the validity of the claim and the quantum of liability under the terms of the contract, existing law and regulation, and precedent.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • The incumbent must be able to obtain and maintain a determination of eligibility for a Non-Critical Sensitive with Secret access security clearance for the duration of employment in this position.
  • This position requires a financial disclosure OGE-450 and annually thereafter in accordance with DoD Directive 5500-7-R.

Who May Apply: US Citizens In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Education Requirement for Attorney-Advisor (Contract), GS-0905-14: An applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B or JD). Only a law degree from an accredited college or university recognized by the American Bar Association is acceptable to meet positive education requirements. You MUST submit a copy of your transcript if you want to substitute your education for experience. If you claim qualifications based on education and do not submit a transcript, your education will not be used in making a qualifications determination and you may be found "not qualified." In addition to meeting the education basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Experience: Three or more years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. This experience was acquired after being admitted to the bar. Examples of this experience are: (1)Independently advise Senior Leaders on all aspects of federal acquisition including the formation and administration of contracts, contract claims and appeals, agency and GAO protests, and the termination of contracts; AND (2) Litigate contract disputes or protests before federal courts, or federal boards of contract appeals; AND (3) Experience as a Procurement Fraud Advisor independently advising Senior Leaders on all aspects of possible suspension and debarment as well as coordinating a remedies plan with federal law enforcement agencies. OR Graduate from an ABA-Accredited Law School in the top 25% of the class or have an advance law degree such as an LLM which I may substitute for one year of the required professional legal experience and I have two years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position. This experience was acquired after being admitted to the bar. Examples of this experience are: (1) Independently advise Senior Leaders on all aspects of federal acquisition including the formation and administration of contracts, contract claims and appeals, agency and GAO protests, and the termination of contracts; AND (2) Litigate contract disputes or protests before federal courts, or federal boards of contract appeals; AND (3) Experience as a Procurement Fraud Advisor independently advising Senior Leaders on all aspects of possible suspension and debarment as well as coordinating a remedies plan with federal law enforcement agencies. Must be a current member in good standing of a bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.
