This position will serve as a Supervisory Police Officer - Lieutenant at the Robley Rex VA Medical Center in Louisville, KY , ensuring a safe and secure environment across all VA Administrations with various settings, including a variety of jurisdictional environments. In this capacity, you will direct, coordinate and perform supervisory and non-supervisory policing law enforcement assignments and projects.

Duties

Protects the civil rights of all individuals on VA controlled property; Performs various law enforcement and administrative functions throughout the department; Manages, supervises and coordinates the Police Service law enforcement activities for a designated assigned area; Serves as a watch commander or administrative lieutenant at the geographic area level; Conducts inspections of personnel, equipment and facilities to ensure compliance with departmental policies and procedures; Establishes priorities to coordinate, plan, organize and complete work; Oversees human resource activities such as recruitment of vacancies; preparing, conducting and reviewing performance evaluations; takes disciplinary action; identifies and conducts specific training; approves and monitors leave requests; Responds to highly dangerous and active crimes in progress Makes independent decisions to take, direct and coordinate immediate steps to preserve life and property; Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-8. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-8 grade level in the Federal service (or equivalent pay band), that provided a knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Specialized experience includes: supervising/leading and providing guidance/direction to law enforcement personnel at various levels on duties in response to potential threats of violence, detecting criminal activity, fire and other emergencies; enforcing federal, state, and local laws; coordinates or oversees off-station law enforcement activities, investigations or protection support; performs various administrative functions to include reviewing and overseeing daily and monthly police activity, crime and accident reports and plans, incoming correspondence, monitoring budget and/or budget requests, managing/overseeing personnel activity, etc.; may have served as Officer-In-Charge within a police department. Creditable specialized experience may have been gained in work on a police force; through service as a military police officer; in work providing visitor protection and law enforcement in parks, forests, or other natural resource or recreational environments; in performing criminal investigative duties; or in other work that provided the required knowledge and skills. Experience as a security guard or corrections officer is generally not qualifying. Note: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hour worked per week. ADDITIONAL CONDITIONS REGARDING THE SUPERVISORY POLICE OFFICER POSITION: Satisfy all firearms and intermittent weapons requalification requirements, as well as completing the ground defense recovery training and maintain a valid state driver's license. NOTE: A police officer's authority to carry a firearm is subject to management discretion and may be suspended for any lawful reason, including but not limited to change in the officer's assignment, reevaluation of need, pending allegations of officer misconduct or modification of administrative policies. Meet the standards as outlined in the Lautenberg Amendment (PL-104-208) to the Gun Control Act of 1968 (18 USC 922), which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess or receive firearms or ammunition. Civilian personnel from the Department of Defense are not exempt from this provision. This includes protection from abuse orders. Therefore, as a condition of employment, incumbent will be required to sign a form acknowledging understanding of this provision. Maintain physical fitness in accordance with the VA Law Enforcement Training Center standards and be able to pass the annual physiological and physical evaluation Physical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving regular and recurring walking, crouching and prolonged standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. There may be a need to climb, lift or crawl. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. Work Environment: The constant opportunity for danger increases due to confrontations with criminals, psychiatric patients and irate veterans or family members. The incumbent must maintain vigilance due to the possibility of attack from single or multiple individuals who may be unarmed or armed. The incumbent may also come in contact with biological/contaminated materials. The daily environment involves everyday risks or discomforts. The work is performed both indoors and outdoors in all types of weather. The incumbent is required to work irregular hours and is subject to call back 24 hours a day. The incumbent is subject to assignments, without advance notices, and must be able to work at all hours of the day or night to meet the operational needs of the service. The incumbent may be subject to shift changes to meet staffing needs. During adverse events, the incumbent may be required to wear personal protective equipment (PPE) for long periods of time.
